Th e Pro j e c t
generally consists
of the construc-
tion of a booster
pump station and
telemetry system
i m p ro v e m e n t s t o
support operation
of the City’s pota-
ble water system.
The booster pump
station includes the
construction of a
concrete masonr y
building with wood
framed trusses and
metal roofing, com-
plete with electrical,
plumbing, and heat-
ing, ventilation and
air conditioning, and
the installation of a
duplex water booster
pump system com-
plete with piping,
valving and automat-
ic control system.
The booster pump
station, herein re-
ferred to as the East-
side Booster Pump
Station will replace
an existing booster
pump station that
will be abandoned as
part of this project,
and will be located
on City-owned prop-
erty near the Mosier
Senior Center (500
E. 2nd Ave.). The
telemetry system
improvements gen-
erally includes work
necessary to supply
and install a radio
communication net-
work necessary to
improve communi-
cations between the
City’s water facilities
and integrate with a
new SCADA system
that will be installed
at the City’s waste-
w a t e r t re a t m e n t
plant.
Owner an-
ticipates that the
Project’s total bid
price will be in the
range of $425,000 to
$455,000. The Proj-
ect has an expected
duration of 154 cal-
endar days.

ing on site is limit-
ed and attendees
may need to park
along E 2nd Avenue.
Following the site
meeting, attend-
ees will be allowed
to visit the other
City facilities that
are involved in the
Telemetr y System
Improvements; this
will be the only op-
portunity provided to
bidders to visit these
facilities. Attendees
are required to ad-
here to all state and
local COVID-related
mandates including
but not limited to
social distancing
and face masks. At-
tendance at the pre-
bid conference is
encouraged but not
required.
Instructions to
Bidders.
For all further re-
quirements regard-
ing bid submittal,
qualifications, pro-
cedures, and con-
tract award, refer to
the Instructions to
Bidders that are in-
cluded in the Bidding
Documents.
Contractors must
be qualified in ac-
cordance with the
applicable parts of
ORS Chapter 279C
in order to enter into
a contract with the
Owner for public
work in Oregon. Pre-
qualification is not
required, but bidders
are required to com-
plete a statement of
bidder’s qualifica-
tions on the forms
provided. The Owner
will investigate and
determine the qual-
ifications of the ap-
parent low bidder as
part of its evaluation
of the lowest respon-
sive and responsible
bid.
This project is a
public works proj-
ect subject to ORS

will be received or
considered by the
Owner unless the
bid form contains,
or is accompanied
by, a statement by
the bidder, as a part

and thereafter
comply with the re-
quirements of ORS

Each proposal
must be submitted
on forms prescribed
by the Owner and
accompanied by a
certified check, ca-
shier’s check or bid
bond in an amount
equal to 10 percent
(10%) of the total
amount bid. The suc-
cessful bidder will be
required to furnish
a faithful perfor-
mance bond and a
labor and material
payment bond each
in the amount of
one hundred per-
cent (100%) of the
amount of contract.
Evidence of workers’
compensation insur-
ance will be required
before the work shall
commence.
Th e O w n e r re -
serves the right to
cancel this solicita-
tion, reject any and
all bids not in com-
pliance with all pre-
scribed public con-
tracting procedures
and requirements,
including bidder
responsibility under
ORS 279C.375 (3)
(b), and may reject
for good cause any
and all bids upon the
Owner’s finding that
it is in the Owner’s
or the public’s best
interest to do so.
