The Carpenters’ union at Hamilton,
Ontario, has won its long controversy
with the Confederation Construction
company, and work on the new Wel­
land ship canal by this concern will
now proceed wi.hout friction. The
new contract provides for a 40-cent
minimum, time and one-half for
overtime and double time for Sun­
days and holidays. The work day
shall be nine hours and only mem­
bers of the Carpenters’ union are to
be employed. All future differences
will be adjusted by arbitration. The
company’s contract amounts to over
$10,000,000, and it is claimed it will
not be completed before 1919. The
carpenters' victory is the result of
persistent agitation and appeals to
the Dominion department of labor
that the company live up to its eon-
tract and the fair wage clause in-
eluded therein.

work to contractors instead of the county commissioners
having the work done under their immediate direction
by day labor.
At that time we predicted that if the work was let
to contractors they would take advantage of the over
supply of labor and force men to work for less than
living wages. That is exactly what has happened. These
contractors are paying but $2 per day for laborers;
board in the camps is charged for at the rate of 35 cents
per meal; a hospital fee of $1 per month is exacted from
each man; if a man works every working day during
the month he can make a profit of about $20. This $20
will not go very far towards keeping the man’s family
in the city even in the summer time, and when the work
is completed the man is still broke and a week s idle­
ness will place him and his family among the destitute
unemployed. The single men fare but little better.
Now, in addition to the disgraceful wage conditions
under which the men are forced to work, comes the
discovery by the state labor commissioner that the con­
tractors are forcing men to work longer than eight
hours per day without extra pay. During the week
several officials of the various contracting firms have
been arrested for these violations. If history repeats
itself in these cases the trials will be consummated
about two years from date. They will, if found guilty,
be fined about $50 each, although the extra time the
laborers have been forced to put in without pay amounts
to many times that amount.
It’s a glorious system. But you like it, because you
v o te d for it, or worse still you didn’t vote at all.
There’s just one solution for these evils and that is
to eliminate the contractors. Do public work by day
labor.
Next time they want you to vote for bonds for an>
public improvement insist that the work -be done by day
labor or don’t vote for the bonds.
