Mr. Glue, a bookbinder, and Mr.
Roll, a cigarm aker, live side by side.
Both are union m en and hard w ork­
ers; so each is overburdened w ith
w ealth. A week o r so ago Mr. Glue,
in talking to Mr. Roll, said:
“ I t ’s a g reat discovery they've m ade
at th e G overnm ent p rin tin g office, that
out union constitution and regulations
are against the U nited S tates law .”
“ H ow so?” asked Roll.
“W ell, according to new spaper and
oth er opinions, it’s unlawful for us as
anyone else to set a limit to the
am ount of w ork a man shall do for a
day's wages. All we are to do is to
ham m er aw ay hard as we can all day
long, do all we can. and get a certain
am ount o f pay for it.

“ I don’t see as th a t’s a sensible
idea,” said Roll. “ W ith us we say
w hen a cigarm aker has m ade so many
sm okes h e’s got to stop for the week,
and he can't w ork m ore than eight
hou rs in any day, eith er.”
“W ell, according to the wise men,
th a t's a violation of U nited S tates law.
W h a t the law is I don’t know, but I
suppose they m ust be onto w hat they
are talking about. But w hat strikes me
hard is the way th at discovery is go­
ing to w ork with o th e r people.”
“H ow ’s th a t? ”
"W ell, you see, they all claim labor
is a com m odity, subject to law s o f
supply and dem and, fluctuation of
prices, etc., just the same as corn,
w heat, or anything else. Now, if it's
th e law th a t a laborer for a certain
am ount of money agreed on as a day’s
w ages m ust not set any m axim um
lim it upon the am ount he produces
for the money, I take it th at the
seller of any o th e r com m odity is like­
wise prohibited from p utting any
m axim um limit on the quantity he
w’ill sell for any given sum.
“T his is how it w orks. Say I am
paid $4 a day and we in our union de­
cide th a t 40 books is a good day’s
w ork. Now, I am a little livelier than
some o th ers and can m ake 50 while
th e o th ers make 40. O ur union law
says I shall m ake only 40, and out­
siders claim I should m ake 50, w ith ­
out g ettin g a cent m ore money. T h a t’s
th e law, they say. I ’m going to take
advantage of th a t in a hurry. My
grocer has been selling me 20 pounds
of sugar for a dollar. I ’m going to
m ake him give me 25 pounds for the
sam e m oney. If I ’ve got to m ake 10
books for nothing, he'll have to give
m e 5 pounds 'of sugar for nothing.
W h a t's fair for me is fair for him .”
“ B ut you d o n 't get your extra

“W ell, if I do n 't I ’ll have th e law
on him. I don’t propose to be forced
to do w h at o th e r people avoid, if it’s
th e law. A nyhow , as I ’ve taken a few
days off. I'm going to te st this thing
