“That funding source (SODP) stipulates
that the land can only be used for outdoor
recreation, hence, the pool is an outdoor
facility and can only be an outdoor facility,”
said Roger Brandt, Cave Junction liaison to
the Parks & Rec committee.
The return of the property was
precipitated by a request from the Josephine
County Board of Commissioners for the city
to return the property based on a clause in the
original agreement that allowed the county to
reclaim the property if it had gone unused for
over five years.
In numerous parks & recreation
surveys, residents have expressed their desire
to have the pool restored as a community
asset, but study after study has proven that
to be impossible. The pool was closed after
it incurred unfixable damage due to an
excessively high water table that caused the
empty, winterized pool to literally ‘float’
during winter storms, causing cracks in the
concrete that would be costly and nearly
impossible to repair. Many people have also
come out in favor of turning it into an indoor
pool, so the facility would be available year-
round - that too was proven out of reach.
Regarding the future of the pool
property, Johnson said, “No long- term
decision or movement has been made.” The
county is still in the process of determining
what should happen with the pool property.

so the council ended up voting “no” on
waiving the fee.
Contract planner Ryan Nolan read
Ordinance 588 which is a municipal
code amendment to not allow wrecking,
demolition, junk yards and recycling
centers or other similar uses including
outdoor storage as a primary use in the
commercial or general employment light
industrial district.
Dan Mancuso advised that the
verbiage in the ordinance needed to be
specific regarding recycling centers so
that there would not be an impediment
of proper recycling in the community
and used the recycling container behind
Chevron as an example. Ethan Lane
wanted the council to put in some
language to protect the beautification
process on Hwy 199 and ensure the ability
of the city to recycle.
Dillinger said, “The
recycling behind Chevron could
be grandfathered in. The IVCDO
(Illinois Valley Community
Development Organization) is doing
a great job of keeping the area
clean.”
After council discussion, Nolan
agreed that there needed to be specific
language regarding the use of outdoor
recycling containers and what actually
constitutes a junk yard.
The second hearing for Ordinance
588 will be Nov. 9.
The council discussed the
memorandum of understanding (MOU)
funding from Josephine County
Executive Session. The IVCDO has
given a proposal to administer the first
phase of the MOU which is updating the
lighting in downtown Cave Junction.
Martell explained that the IVCDO has
asked for an initial fee of $500 after the
proposal is accepted and $1,000 after
administering phase 1. (The second phase
will be cameras for downtown businesses.)
Martell reported the IVCDO is charging
$4,000 total for administering the funding.
Dillinger questioned whether prior
planning from the city will be disregarded
by IVCDO. Councilor Jones, who is on
the MOU steering committee, said that
the IVCDO was going to implement the
lighting based on the blueprint councilors
came up with.
Martell wants to make sure these
projects “keep moving forward” and
reminded the council that she is on the
MOU steering committee.
Bosch and Dillinger recommended
that the city council approve each step of
the MOU projects before they happen. The
motion passed 5-0 to accept agreement
with IVCDO for implementation of the
MOU with the condition that the mayor
would be overseeing the steps taken
regarding the MOU implementation
and then reporting back to council for
approval.
Councilor Miles is concerned
about all the trash around the property
of Junction Inn and is thinking about
recommending a nuisance citing.
