Boys and Girls Club set to expand

There is soon to be a new place for
teens in the Illinois Valley to hang out.
Renovation will begin July 25 on what is
going to become the I.V. Boys and Girls
Club teen room.
Three Rivers School District and
Evergreen Elementary have granted the
club access to two modular classrooms that
are located behind the school. These will
be fixed up, repainted, and one of them
will become a dedicated area for teen club
members. According to Diane Gilbertson,
executive director of the Boys and Girls
Clubs of the Rogue Valley, the new teen
center will be available for middle school
and high school students “so the teens have
their own place to hang out.”
Funding for the project comes from the
proceeds of the Illinois Valley Rotary Club’s
2015 Duck Derby. Labor is being provided
local Oath Keepers.
The I.V. Boys and Girls Club, which
is located at Evergreen Elementary School,
currently serves an average of 80, and
sometimes up to 120, children per day
during the school year. According to Jenna
Larkin, the Illinois Valley program director,
10 to 15 of these kids are teenagers. “Our
hope,” said Larkin, “is that with our new
improvements on the teen room, we will see
more high school students.”
One of those improvements is having a
dedicated employee just for the teen room.
Terry Larkin will be available to help with
homework, activities and community service
projects. He also coordinates the sports for
the club.
The club is currently in its summer
program which runs Monday through
Thursday from noon to 6:30 p.m. Members
take part in weekly field trips, walks to the
library, arts and crafts, and a wide variety of
sports. Lunch is included. Recently, the I.V.
Fire District brought one of their engines out
to show it off to the children.
During the school year the club is open
from the end of the school day until 6:30
p.m. Staff provide one-on-one homework
help and lead members in activities that
promote healthy habits and character
development. One of these programs is
called “Positive Actions” and, according
to Larkin, it “teaches kids how to take a
negative situation and turn it into a positive
one.” Other activities include science club,
drama club, card club, guest speakers, field
trips and sports.
Annual membership to the Boys and
Girls Club is $40 per year with monthly fees
that vary depending how many children are
being enrolling and if they are participating
in team sports. Scholarships are available.

JoCo has gone without 24-hour patrol coverage since
massive budget cuts gutted the sheriff’s office in 2012. A handful
of deputies currently serve about half-time and the detective
division is shuttered - which means many crimes are not being
investigated. Oregon State Police (OSP) detectives try to solve
some of the more serious crimes; however they don’t know the
area as well as county police.
OSP also responds to emergencies when county deputies are
off-duty. Yet many calls for police assistance go unanswered, or
help comes too late. Neighborhood watch groups are attempting
to take up the slack, but Balloch points out that citizens cannot
replace a trained police force.
Balloch also talked about the recent killings of police officers
in Dallas and Baton Rouge and feels that citizens have a duty to
“make sure our police officers are safe.” He said that too often,
JoCo officers head into sketchy situations alone. “We have a duty
as community to make sure they are safe while protecting us.”
The proposed levy, at the $1.42 rate, is estimated to cost
property owners between $17 and $30 a month, depending on
home values, or just under $200 a year for a $200,000 house. The
last levy effort, in May 2015, proposed a five-year rate of $1.40
and was defeated 46-54 percent. At 58 cents per $1,000 of assessed
property value, JoCo currently has the lowest permanent property
tax rate in the state and is among the lowest nationwide. The
average rate in Oregon is $2.50 per assessed per $1,000.
After the district attorney’s office signs off on the measure’s
ballot title (expected to happen this week) about 30 volunteers will
begin gathering the 2,038 signatures required before Aug. 10 to
place the levy on the November ballot.
