of funding for the jail. He pointed out that
the first month of recreational cannabis sales
yielded $3.5 million in tax and suggested that
some funding could come from a similar local
tax.
In response to a question about cannabis
farms draining aquifers, he said properly
watered cannabis uses less water than lettuce.

Raymond Smith
Raymond Smith, a “self employed
horseshoer” stated that while he doesn’t
have government experience, “I do bring
common sense to the table. I’m not for any
more tax levies. I’d like to see different
approaches. I’m not for big corporations
coming in here. “Salem could stand up for
the 18 O&C counties instead of crafting new
tax laws. Our current BCC (board of county
commissioners) sits by and does nothing.”
He said a $1 million dollar windfall that
the county received when they were only
expecting $50,000 should have gone to law
enforcement.
Mark Seligman
“It’s a desert plant,” he said.
Mark Seligman stated, “We’re losing
our youth and jobs to poverty, crime and
homelessness. He supports cannabis growers
and patient rights and as a Libertarian, does
not support increased tax levies.
“I want to enrich people first and
government second,” he said. “If you enrich
people, crime goes down. We need to put
people to work.” He also advocates taxing
recreational cannabis for county income.
Seligman opposes tax districts. “They
never go away,” he said. He said fear and
insecurity is being used to pass taxes. “Grants

Bill Ertel
Bill Ertel blamed the problem of
declining federal county payments for the
loss of 48 percent of the sheriff’s office
budget. He would promote Highway 199 as a
business corridor and reduce county expenses
by set amounts such as 10 percent the first
year of his term.
A realtor and businessman, Ertel made
the point that using windfall funds for law
enforcement amounts to training officers
for other jurisdictions, because when the
money runs out, they have to be laid off. He
suggested creating tax districts to fund law

Ron Smith is a past president of “People
for the USA” and was voted Citizen of the

2001. “We need to streamline land use laws

Smith believes the Biscuit Fire timber should
have been harvested.
A lifelong resident of the county,
Smith recalled, “We never locked our
doors back then, but now, heroin, coke and
amphetamines are a plague to us!”
Ron Smith is pro-timber harvesting.
“Rural counties have to survive on what they
produce from the ground,” he said.

reminding your established customers that you appreciate
their business.

Shayne Christen said, “I would not
