Funds available for JoCo dairy farms Grapplers
The Oregon Department
of Agriculture (ODA) is seek-
ing applicants for block grants
to oversee the implementation
of manure and water irriga-
tion efficiency projects at
dairy operations in Western
Oregon. Up to $200,000 is
available in this round of
funding that follows up a pre-
vious agricultural irrigation
efficiency block grant pro-
gram that awarded over
$800,000 in federal funds to
other parts of the state. ODA
is making unallocated funds
from that round available to
target the dairy industry west
of the Cascades.
A “Request for Propos-
als” (RFP) has just been an-
nounced with a closing date
of Monday, Oct. 25, 2010.
Entities who have identified
needs for manure and water
irrigation efficiency projects
among their dairy constituents
are encouraged to apply for
block grants.
Oregon’s dairy industry
has expressed interest in en-
ergy efficiency projects.
Many dairy farmers have al-
ready evaluated and imple-
mented manure and water
irrigation efficiency improve-
ments. The additional funding
can help them implement
additional efficiency projects.
Funds will be awarded to
applicants who wish to issue
individual grants, oversee and
directly work with dairies to
implement projects, and en-
sure funds are used as re-
quired in the RFP. Eligible
applicants may include, but
are not limited to, dairy and
irrigation equipment vendors,
agricultural cooperatives, non
-profit organizations, special
districts, utility companies,
and tribal governments.
Josephine County is one
of the eligible counties. To be
eligible, they must also
choose one or more project
types from the following:
Premium-efficiency irrigation
and/or liquid manure applica-
tion pump upgrade and instal-
lation; variable speed drive
installation on pumps; irriga-
tion and/or liquid manure
application pump rebuilds;
soil moisture monitoring
equipment; and irrigation
system upgrades.
The grants are made pos-
sible from State Energy Pro-
gram funds are awarded to the
Oregon Department of En-
ergy (ODOE) through the
American Recovery and Re-
investment Act stimulus
funds and the U.S. Depart-
ment of Energy. ODA will
oversee the project through an
agreement with ODOE.
The request for proposals
is available on the Oregon
Procurement Information
Network (ORPIN) and is
listed as RFP 2010-33. For
