Wednesday, Sept. 15, 2010 Park, police issues raised at CJ Council meeting By SCOTT JORGENSEN IVN Staff Writer The agenda for the Monday, Sept. 13 Cave Junction City Council meet- ing was very light, but audi- ence members raised issues involving area parks and what they characterized as “overzealous” deputy pa- trols. Around 10 people were present for the 45-minute meeting. Councilor and mayoral candidate Carl Ja- cobson was absent. During the portion of the meeting set aside for comments from the public, Roger Brandt said that he has been talking to different groups about making im- provements to Jubilee Park. “There’s a great deal of interest,” Brandt said. Brandt said that he and other participants in the Ford Leadership Institute have been discussing taking on the park improvements as a project. The Ford Leadership Institute held its first two meetings at the Kerby Belt Bldg. on Aug. 27 and 28. It is made possible by a part- nership between the Rose- burg-based Ford Family Foundation and Eugene- based Rural Development Initiatives Inc. Councilor Margaret Miller also is in the program. Another group is inter- ested in fixing the skate park at Jubilee, Brandt said, adding that there currently is no master plan for that facil- ity. Brandt said that he wants to conduct a planning meeting with interested par- ties and council members. “We need to have a cohesive plan that we can work around,” Brandt said. Mayor Don Moore pledged his support. “That park is very im- portant,” Moore said. City Recorder Ryan Nolan said that a park plan was initiated along with a comprehensive plan for the city at one point, but was never continued. Miller said that she was the most interested in the funding aspect of the park project. She said that the Ford Leadership Institute program will provide up to $5,000 for a project to bene- fit the community, and that participants currently are in the “brainstorming phase.” Conversations among program participants are going “strongly” towards improving Jubilee Park, Miller said. Another park proposal was brought up by Susan Chapp, executive director of the non-profit Forestry Ac- tion Committee (FAC). The council held a workshop with Chapp Aug. 16 to discuss the possible development of a 40-acre parcel of city-owned land at the end of Old Stage Road into a new park. Chapp informed coun- cilors that she has made the changes to the park proposal that had been suggested at the workshop. Nolan said that some issues still need to be ad- dressed, and provided Chapp with a list of them. Chapp said she would work on those and contact Nolan when she is done. Andrea Thomas, owner of Nacho Mama’s restaurant in downtown Cave Junction, said she had concerns re- garding recent “questionable stops” and “lazy law en- forcement” by Josephine County Sheriff’s Office deputies. Also speaking out on that issue was Selma resi- dent Mark Seligman, who is running a write-in campaign for Josephine County Com- missioner. “Are citizens really be- ing protected?” Seligman asked. Seligman said that the added patrols are giving citizens the “illusion of safety,” and added that fo- cusing on “real crimes” should be more important than “ticket-writing sprees.” Moore referred Thomas to Sheriff Gil Gilbertson, and said that he receives two to three calls a week about people speeding on Redwood Hwy. Some driv- ers have done up to 65 miles per hour through the city’s northern entrance and some have been ticketed going as fast as 96 miles per hour, Moore said. In other council news, Nolan announced that a meeting about the future of Forks State Park has been scheduled for Oct. 12 at 2 p.m. in room 157 of the Jo- sephine County Courthouse in Grants Pass. Nolan also said that as of Aug. 31, the city owns the property at the intersec- tion of Caves Hwy. and Junction Avenue, which was formerly owned by a cable company. That property has gone through the abatement process following com- plaints about the large satel- lite dishes and high weeds. There is still a six- month redemption period, Nolan said, in which the property owners can still remedy the situation. Moore appointed Grants Pass-based attorney Bill Ransom as an alternate to the municipal court judge, in the event that judge Jack Davis has a conflict of inter- est in cases. Monday, Sept. 20 Monument meeting set Cloudy High--72 Low--48 Senior Nutrition Menu Sponsored by Two saved in Rogue water rescue Grants Pass Fire Rescue units were dispatched to a boat that was stranded on the rocks in a very quick moving, shallow part of the Rogue River on Monday, Sept. 13 at 5:48 p.m. Dispatchers had re- ceived reports that two peo- ple were on the boat and were not injured. The fire units on the scene were able to quickly size up the inci- dent, the Grants Pass Dept. of Public Safety said, and called for additional re- sources from Rural/Metro Fire Dept. and Josephine County Search and Rescue. 1979 Fire rescue crews estab- lished a five-person paddle team and a shore base haul team to assist with the res- cue of the two occupants and their boat. The paddle team was able to reach the stranded, powerless boat, stabilize the craft and secure the safety line to it. The on- shore crews assisted with pulling the boat free from the shallow water, bringing the boat and stranded crew to safety.
