Wednesday, Sept. 8, 2010 JCLI to celebrate anniversary of CJ library branch re-opening Josephine Community Libraries Inc (JCLI) is cele- brating the first Anniversary of the Illinois Valley branch reopening with a Garden Party and music on Satur- day, Sept. 11 from 1 to 3 p.m. Residents of the Illi- nois Valley are invited to celebrate, dance, and imbibe at their branch library. Having our branch li- braries open is a testament to JCLI’s commitment to providing public library service for all of Josephine County. “Libraries are vital to our community,” said Branch Manager Debbie Gonnella. “We are lucky to have our branch reopened. Now let’s keep it open.” The libraries in Jose- phine County closed on May 17, 2007. In Septem- ber 2007, committed com- munity members formed JCLI, a nongovernmental, nonprofit organization dedi- cated to reopening and oper- ating the libraries in Jose- phine County. As of Dec. 19, 2009, all four library branches have been re- opened. People interested in getting involved with the library effort can send an e- mail to info@josephine library.org. ODOT completes ‘near record’ of road projects this summer By SCOTT JORGENSEN IVN Staff Writer A series of low bids has helped the Oregon Dept. of Transportation (ODOT) complete a near record num- ber of projects statewide this summer. ODOT Spokesman Gary Leaming said that agency has been able to do 140 projects throughout Oregon. Bids for those pro- jects came in last spring, Leaming said, and were typically lower than they were in previous years. “At that time, we were having bids come in with only one or two bidders, or three, and they were all pretty high,” Leaming said. “A lot of them were over the engineer’s estimate.” For the Southwest Ore- (Photo by Zina Booth, Illinois Valley News ) Mark Camp, president of I.V. Leaming said that the lingering national recession and housing slump have prompted contractors to “sharpen their pencils” and become increasingly crea- tive when bidding on public projects. “What we’ve found, especially with the stimulus program from last year, is that the bidding environ- ment is very competitive,” Leaming said. “Instead of just one or two, we’re get- ting, in some cases, upwards of 10 bidders on one project. That means great prices for us and good value for tax- payers.” For an example, Leam- ing sites the addition of a passing lane on Redwood Hwy. near Wonder. Engi- neers’ estimates had put the cost of that project near $1.8 million, Leaming said. Two bids were received by Grants Pass-based firms, with the high bid at $1.4 million. The project was awarded to Copeland Pav- ing & Gravel at a $1.3 mil- lion bid. “Basically, we were thinking the project would be $1.8 million,” Leaming said. “That shows that we’re in a very good bidding envi- ronment.” Another project with unanticipated savings was for a bridge in Douglas County on the upper Rogue River en route to Diamond Lake. Leaming said that typi- cally, projects in such rural areas don’t see many bids. But that project had eight firms competing for the con- tract. Many of the contractors are operating on thin mar- gins and competing against each other, Leaming said, which has resulted in tre- mendous savings for tax- payers. “In many cases, they’re just meeting payroll,” Leaming said. “They’re not making a lot of money, but it’s enough to keep their people working.” When you are seeking the best value and courteous customer service, Illinois Valley News offers the most affordable advertising in Southern Oregon.
