New county parks ordinance set for vote in early September

Josephine County Com-
missioner Dave Toler has
been working diligently for
many months in his role as
parks liaison to provide for
better enforcement of rules
and regulations at those
county facilities.
Those efforts have paid
off, as the board of commis-
sioners will vote to approve a
new parks ordinance early
next month. The ordinance
will not take effect until at
least the middle of December,
so it won’t be in place for the
remainder of this summer
tourist season.
However, Parks Director
Doreen Ferguson stated that
she still is pleased to see it
enacted.
“What this does is, it
enables the rangers to do their
jobs in a way that is actually
effective, and eliminate some
of the arguments that we have
had over basic rules,” Fergu-
son said.
The ordinance was dis-
cussed by the board of com-
missioners during its Thurs-
day, Aug. 12 meeting with
county legal counsel. Fergu-
son was present, with mem-
bers of the parks advisory
board.
Commissioners were
presented the latest draft of
the ordinance, which is nine
pages long. Chairman Dwight
Ellis expressed his approval
of the document.
“As far as I’m con-
cerned, I’m ready to move
forward with it,” Ellis said.
A first reading of the
ordinance will be scheduled
for a Wednesday weekly
business session in early Sep-
tember, after Ellis returns
from a vacation. Ellis’ pres-
ence will be necessary to pass
the ordinance, as Commis-
sioner Sandi Cassanelli has
indicated that she likely will
vote against it.
The draft ordinance
spells out the authority and
duties for the parks director. It
enables her to issue and re-
voke permits, collect fees for
campground rentals, pavilions
and yurts, and order any per-
son in violation to leave the
park involved.
Under provisions of the
draft ordinance, it will be
unlawful to possess kegs of
beer in county parks without
prior written permission from
the parks director or a
“designee.” The county Cir-
cuit Court will have jurisdic-
tion over violations of the
ordinance.
The parks director or
designee will be authorized to
issue citations and act as en-
forcement officers.
“It won’t be all of our
employees, it will be just the
ranger staff and myself that
will be able to issue cita-
tions,” Ferguson said. “We

resident Roberta Mae (Cross)
Richards, 62, of Canby, who
died Aug. 3, 2010.
Mrs. Richards was born to
Robert J. & Martha M. Cross
on May 9, 1948, in Grants
Pass. She died in a hospital in
Canby.
She spent her childhood in
O’Brien, and graduated in
1966 from Illinois Valley High
School.
In 1978, Roberta married
Roy Richards. She worked in
health care, and was a certified
nursing assistant for more than
30 years. After living in
O’Brien, Roberta moved to
Grants Pass, then Portland and
Canby.
Besides her husband, she
was preceded in death by her
parents; and two brothers, R.J.
Cross and Roger Cross.
She is survived by her
brother, Richard Cross, of Ea-
gle Creek; and several nieces
and nephews.

department of several busi-
nesses in California. After mov-
ing to Oregon she worked at a
drug store in Cave Junction.
Dorothy was a lifetime
member of The Order of the
Eastern Star, Daughters of the
Nile, Ladies Oriental Shrine,
Amaranth and other organiza-
tions. She enjoyed sewing,
knitting, crocheting, gardening,
reading, crossword puzzles and
spending time with her family.
Dorothy was preceded in
death by her parents; and her
brother, Harold Phillips, of
Maryland.
She is survived by her
husband of 70 years, Marks
Willett, of Cave Junction; four
daughters: Jacqueline Reich-
ard, of Madera, Calif., Jo Ann
Bonde (Lenard), of Plummer,
Idaho, Margaret Alfaro (Bob
Nichols), of Medford, and
Marsha Marolda, of Lake-
wood; nine grandchildren: Jan
(Mike) Mytych, Elaine Reich-
ard (Robert Brassfield), Gary
Reichard, all of Madera, and
Jeff (Denise) Reichard, of
Coarsegold, Calif., Mark
(Dawn) Kaiser, of Eagle River,
Alaska, Stephen Kaiser and
Ramon (Jessica) Alfaro, of La
Mirada, Calif., Jason (Rhonda)
Marolda, of Sunnyvale, Calif.,
Gina (Mike) Healy, of Lake
Forest, Calif.; 13 great-
grandchildren, and two great-
great grandchildren.

have the memories to hold dear.

Dorothy Willett
Dorothy Ellen Willett, 88,
of Cave Junction, Ore. passed
away peacefully in her sleep on
Aug. 11, 2010.
A memorial service will
be held at 10 a.m. on Saturday,
Aug. 21, 2010, at the RCC Belt
Bldg. in Kerby, Ore.
Dorothy was born April 8,
1922, in Reedsville, W. Va. to
Oakey & Grace (Stevens) Phil-
lips; raised by Howard &
Dorothy Grant (great-aunt) in
Philippi, W. Va.; and married
her high school sweetheart,
Marks Lee Willett.
After World War II, the
couple moved their family to
Long Beach, Calif., then Lake-
wood, Calif., where they raised
four daughters, and resided
until retiring to Cave Junction
in 1974. The couple celebrated
their 70th wedding anniversary
in August 2009.

In Luke 1, we read of Mary’s joy in learning that she is preg-
nant with God’s son.
“She said, ‘... Surely from now on all generations will call me
blessed; for the Mighty One has done great things for me and holy is
His name’.”
How much easier is it for us to magnify Him? We don’t carry
the burden of raising the Son of God only to see Him crucified. Our
only obligation is to believe in Him, live Christ-centered lives and
be saved.

them to pay the fee, because
it costs us money to operate
the parks.”
The first reading of the
ordinance will take place ei-
ther Sept. 1 or 8. That will be
followed by a second reading,
and the ordinance would be-
come law 90 days after.
“We don’t expect to see
a lot of revenue from this, but
that’s not why we want to do
this,” said Ferguson. “We
want people that come into
the park to pay the fee, and
they haven’t been doing that
because they know there are
no consequences for that. It’s
made our job very difficult.
“I’m very happy that this
is happening. There’s a col-
lective sigh of relief from our
staff because they will be able
to do their jobs, and hopefully
increase revenue, which will
go right back into the parks.”

Nathan Ray Robbins is a June graduate of Unpqua Com-
munity College at Roseburg, where he earned a certificate of
construction with a 4.0 GPA and made the President’s List.
Nathan plans to return to school to study electrical work. He
served in the U.S. Navy specializing in fire control from 2001-
2007.
His proud family includes parents Chip & Susie Warner, of
Selma; his wife, Tiffanie, and two daughters Lauren and Mor-
gan; and his grandparents, Patricia Stone and Edna Robbins, and
Hank Warner, of Cave Junction, and Norm & Dixie Cegelnik,
of Selma, and great-grandfather Bob Eckert, of Cave Junction.
