Airport bid process FUDGE OF JULY - Independence Day will fall on Sun- day this week, but banks, city, county, state and federal offices will be closed on Monday, July 5 to take a three-day weekend holiday. The Illinois Valley News office will be open Monday, and all regular deadlines will apply. SUMMERTIME SONGSTERS - The Illinois Valley Chamber of Commerce free Concerts in the Park series will continue at 6 p.m. Thursday, July 1 at Jubilee Park in Cave Junction with a performance by “Broadway Phil & the Shouters.” The six-week summer concert program features numerous area favorite performers. Illinois Valley Little League operates a refreshment stand during concerts. See the ad in this issue. REUNIONMANIA - IVHS Alumni & Friends will hold its annual Reunionmania Weekend on Friday through Sun- day, July 2 through 4. Eight Illinois Valley High School classes from 1950 to 2000 will be in Illinois Valley with din- ners, parties and other celebrations. Alumni-sponsored events include a tour of Kerbyville Museum at 2 p.m. Satur- day, July 3, a dance Saturday evening at the Junction Inn, and a breakfast and silent auction (public can attend) from 8 a.m. to noon on the Fourth of July Sunday at Jubilee Park. Alumni weekend events support scholarships for IVHS seniors. See the ad on page 7. ALUMNI ALLOCATIONS - IVHS Alumni & Friends has received 17 applications for its three $2,500 scholarships and the new community service award of $500 sponsored by SOFCU Community Credit Union. Balloting by class- designated voters and retired teachers at Kerbyville Mu- seum began Monday, June 28 and will end at noon Satur- day, July 3. There also is a polling place in Grants Pass for those who live out of the valley. The new SOFCU Commu- nity Service Scholarship will be awarded by the Screening Committee. Scholarship recipients will be announced dur- ing breakfast in Jubilee Park on Sunday, July 4. HOSPICE BENEFIT - Tickets are available for “Heart of Summer,” the third annual dinner and auction gala spon- sored by Lovejoy Hospice. The event will be held on Satur- day, July 10 at Countryside Village at 1700 Kellenbeck Ave. in Grants Pass. The evening will begin at 5:30 with a wine-and-chocolate tasting followed by a buffet dinner at 6:30. There will be live and silent auctions, and the event will be capped off with music and dancing. Phone 541-592-2541 By SCOTT JORGENSEN IVN Staff Writer Issues surrounding the Illinois Valley Airport domi- nated the discussion during the hour-long Tuesday, June 22 Josephine County Board of Commissioners adminis- trative meeting at the court- house in Grants Pass. Agenda items included selection of a temporary re- placement for Airports Man- ager Alex Grossi, who it’s anticipated will be on leave from four to six weeks. Public Works Director Rob Brandes and Chief Fi- nancial Officer Rosemary DeLashmutt had been sug- gested as possible interim airport managers when the matter had come up previ- ously. But Commissioner Sandi Cassanelli, who serves as airports liaison, said that Vance Stromme and Sally Pursell would be willing to handle the daily operations at both of the county’s airports. Pursell is a part-time airport administrative staffer, and Stromme does mainte- nance work at the airports. Commissioner Dave Toler said that his preference was to have Grossi’s duties handled by a member of the county’s management staff. Brandes stated that he would be willing to commit a maximum of one to two hours per week on the man- ager’s duties. Cassanelli said that would not be adequate. Toler insisted that the county needs someone with administrative capabilities to fill the position. He moved that Brandes be appointed as Grossi’s temporary replace- ment, and Chairman Dwight Ellis seconded. The motion passed 2-0, with Cassanelli abstaining. Cassanelli brought up an e-mail that was sent by Kenny Houck from the Illi- nois Valley Community De- velopment Organization. She said that according to that correspondence, Houck was promised that contractors from Illinois Valley would have the chance to bid on the fence project at I.V. Airport, located a few miles south of Cave Junction. Those bids are to close July 1. “Obviously they didn’t get the notice,” Cassanelli observed. Toler said that he was told of the situation on Fri- day, June 18, when he visited I.V. Airport to participate in the Siskiyou Smokejumper Base Museum Project week. Cassanelli said that bids for the fence were noticed in early June, but that tenants at the airport wanted to discuss the fence location with the project engineer. The engineer wanted to come to Grants Pass July 1 at 11 a.m. to discuss the fence modifications, Cassanelli said, adding that she reserved the Anne G. Basker Audito- rium for the occasion. But a meeting with pro- spective bidders for the pro- ject was set for 1 p.m. that same day. That prompted concerns from Toler about change orders. Cassanelli said that the engineer wanted suggestions on fence designs sent to him prior to his trip to Grants Pass to determine if any changes would comply with Federal Aviation Administration (FAA) regulations. Brandes agreed, and said that any change orders required as an addendum would have to be sent to all the parties who bid on the project. Otherwise, Brandes said, the county could be sued. Toler asked Brandes to establish protocol for the process. Brandes replied that he would obtain a copy of the Request for Proposal for the airport fence project as soon as possible. Also brought up by Cas- sanelli was the lack of fuel at I.V. Airport. She said it’s entirely possible that gas sta- tions in Cave Junction could provide such a service. Ellis said he supports the addition of a fueling facility at the site, but that it would have to be approved by the Oregon Dept. of Environ- mental Quality, FAA and other agencies. There also are insurance issues involved, Ellis said, adding that past fueling operations at the air- port did not bring in enough business to cover insurance. Toler said that he would like to see somebody come up with a business plan for selling fuel at the airport in order to determine its feasibil- ity. He said he would favor the county providing an eco- nomic development grant to help a firm with any startup costs, but that his main con- cern is with the long-term viability of such an operation. During the meeting, commissioners also voted 3-0 to pass a resolution authoriz- ing the sale of county-owned property to the state through the Oregon Dept. of Trans- portation for a permanent easement. The two small ease- ments, located near the county building on Redwood Hwy., are needed for a pro- ject to add traffic signals to River Street. Property Manager Phil Killian said that the county will receive a $350 check for the easements.
