Wednesday, January 27, 2010 JoCo Master Recycler class offered Because of sponsorship of the Solid Waste Agency and the support of local waste haulers, Josephine County is now able to offer a 2010 Master Recycler Course. These courses already exist statewide, and have been extremely successful in educating citizen volunteers and providing service in their communities. Josephine County’s program has been modeled after the Portland and Jackson County pro- grams thanks to their gener- ous support. This course is open to the Josephine County community and includes 30 hours of lec- ture sessions from local ex- perts on topics relating to recycling and waste preven- tion as well as two Saturday field trips. Sample topics: “Greening” your busi- ness, worms and organic waste, the culture of con- sumption, and where our trash and recycling goes after it leaves the curb. Lecturers include representatives from the Dept. of Environmental Quality’s Waste Division, local waste haulers, and local organizations such as the Jo- sephine County Food Bank and Goodwill Enterprise. Field trips will be led to Dry Creek Landfill, SPARC Enterprises, the Grants Pass Waste Water Treatment Plant and JO-GRO facility, as well as Cascade Metal Recycling. Participants are required to complete 30 service hours in activities which reduce our waste stream or educate oth- ers about doing so. Service hours must be completed in Josephine County and can include assisting with recy- cling services or providing an informational table at events, giving presentations to schools and businesses, and other creative projects volun- teers come up with them- selves. Many volunteer opportu- nities will be organized by the Master Recycler Coordinator, but there is freedom (within the guidelines) for partici- pants in where to dedicate their hours. These service hours are also an excellent opportunity for Master Recy- clers to build their own com- munity by working together. The cost of the course is $50 for each participant to cover the costs of printing a customized Josephine County recycling manual (100+ pages), refreshments, and various class supplies. On July 28, 2009, the USFWS proposed to designate critical habitat. The Endangered Species Act re- quires that we designate or revise critical habitat based upon the best scientific data available, taking into consid- eration the economic impact, impact on national security, and any other relevant impact of specifying any par- ticular area as critical habitat. We are seeking comments on the proposed designation of critical habitat for Cook’s desert parsley and large- flowered woolly meadowfoam and the associated draft economic analysis. According to Lucas and WHPacific’s Rainse Ander- son, Alternative 2 would have the highest capital costs but the most potential for revenue generation. It also would have the highest potential for runway cross- ing hazards. A “very cursory” envi- ronmental screening showed that there is the potential for harm to unique plant species in Alternative 2, Lucas said. She said that biological sur- veys would have to be con- ducted prior to any develop- ment at the airport, and that the FAA requires environ- mental processes to be fol- lowed. “If there’s an impact on a resource, there will always be mitigation,” Lucas said. Many of the 25 audi- ence members present for the meeting expressed sup- port for Alternative 2 and for establishing a smoke- jumper museum at the air- port. PAC members said they supported the taxiway des- ignation under Alternative 2, but wanted to see parts of Alternative 1 incorporated into the layout plan. Anderson said he will incorporate elements of both alternatives into the plan and bring it back to the PAC during its next meeting, which is tentatively sched- uled for the third week of April. He also will complete and present the capital im- provement plan at that meet- ing. OSU Extension offers farm management class Growing Farms: Successful Whole Farm Management is a six-week course designed to provide farmers the tools and knowledge to manage a farm business.
