City social gaming rules
WEDDING BELLS
Tiffany (Aria) and Jose Benitez were married on Oct. 24,
2009 in Culver City, Calif.
She is the daughter of Phil & Darlene Aria, of O’Brien. He
is the son of Jose & Bertha Benitez.
They met when Tiffany was being interviewed for a teach-
ing position by Jose. Tiffany is a 2002 graduate of Illinois Valley
High School. She subsequently graduated from Oregon State
University at Corvallis.
Jose graduated from UCLA. The couple live in Culver City,
and both teach in South Los Angeles.

license, under Junction City’s
ordinance. It also establishes
a process for annual renewals
of the licenses, and states that
all social games must be open
to public inspection during all
hours of operation.
Nobody under 18 years of
age is allowed to participate in
such games, and licenses can
be temporarily suspended.
Any suspension can be ap-
pealed to the city council
within 10 days of notice.
A revocation process
also is established through
Junction City’s ordinance,
with violations punishable by
a $500 fine, a 180-day jail
sentence, or both.
The city of Fairview in
Multnomah County has a
one-page social gaming ordi-
nance that passed on Dec. 3,
2008. Under it, the city au-
thorizes social gaming for
“charitable, fraternal and reli-
gious organizations.”
Also allowing social
gaming is the college town of
Corvallis. It has a five-page
ordinance with many provi-
sions similar to those con-
tained in Junction City’s
document.
Portland has a two-page
ordinance that makes the issu-
ance of the permit contingent
upon permission from the
chief of police or a “proper
designee.”
The Cave Junction City
Council is scheduled to con-
tinue its discussion on a pos-
sible social gaming ordinance
during its Monday, Jan. 11
meeting.

recently. In part:
“When will the little King
come? When will we see
God’s Son?” Advent is its own
$261 million in the state’s
coffers during that same time.
“That’s coming from
somewhere,” Maurer said.
“Someone’s writing a check.”
Maurer said that during
the 2009 legislative session,
taxes and fees were increased
by approximately $1.6 bil-
lion. Such spending would
make sense if citizens’ aver-
age incomes were growing,
he said, but businesses have
been battered by the national
recession.
“We are still hemorrhag-
ing jobs” in the state, he said.
During the 2007-09 bien-
nium, the state budget in-
creased 21 percent, Maurer
said, and went up 9.3 percent
for 2009-11.
Last July, just after the
session ended, Maurer said
that Gov. Kulongoski ap-
proved $250 million in pay
increases for state employees.
Maurer said that during
budget 2007 debate, he asked
Democratic leaders if those
figures were sustainable —
pointer to such, and Christmas
adds its own dimension. Both
offer reasons to celebrate the
Lord God’s gifts of grace --
especially coming in Jesus, the
Christ. He came to bless us all.

ployees’ Benefit Board has
$145 million in reserves,
Maurer said, of which $20
million to $30 million can be
reallocated. There also is a
$230 million “Rainy Day
Fund,” and Maurer said some
of that also could be spent.
“I think there is an alter-
native to cutting services,”
Maurer said. “There are a
number of other areas we can
look at.”
