Ron Maurer (R- Grants Pass) addressed fed- eral health-care legislation during the Thursday, Sept. 24 meeting of the Josephine County Republican Women at a restaurant in Grants Pass. Some 18 people were present for Maurer’s lecture. Maurer, who serves as vice chairman of the Oregon House Health Care Commit- tee, said that he has no inside knowledge of the reform efforts at the federal level. However, Maurer said that he has been following the issue as closely as he can. Democrats have a fili- buster-proof majority in the U.S. Senate, Maurer said, which means that they can pass legislation without gar- nering Republican support. Health care has become a hotly contested issue na- tionwide throughout the past few months, with conserva- tive activists expressing their displeasure at town hall meetings and tea party pro- tests. But despite that opposi- tion, Maurer said, Democ- rats still are likely to pass some sort of legislation. Maurer said that there may not be enough votes to pass a public option, and that a co-op model being dis- cussed in the Senate “won’t solve anything.” Washington state has a co-op model, he said, but it evolved during a 60-years period. An individual mandate probably will be included in any federal legislation that passes, Maurer said. Maurer said that the perceived administrative efficiencies of the Medicare program are due to the fact that the program does not perform routine audits on entities participating in the program. For example, Maurer stated that he and his wife, Sheila, owned a health-care clinic in the city of Rogue River for seven years. Dur- ing that time, the business was audited by private insur- ance companies, but never by Medicare. Medicare administration costs often are pushed to providers, Maurer said. Sen. Ron Wyden (R- Ore.) has proposed the Healthy Americans Act in an attempt to address the issue. Maurer said that he agrees with half of what Wyden proposed, but that the plan has not been seriously con- sidered at the federal level. Maurer said that tort reform is only part of the solution to the health-care crisis, and is largely a state issue. During a question-and- answer session, Maurer fielded an inquiry regarding the “death panels” often dis- cussed in the health-care debate. He characterized the issue as “political hyper- bole,” adding that it stemmed from an amend- ment proposed by Rep. Earl Blumenauer (D-Portland) involving end-of-life consul- tation. That provision has been removed from the leg- islation, Maurer said. Unemployment benefits end for some Oregonians Approximately 3,000 Oregonians have come to the end of their unemployment insurance benefits, as their final extensions have ex- pired. The rate of Oregonians running out of all extension benefits will grow to ap- proximately 500 per week statewide, said the Oregon Employment Dept. (OED). In July 2008 Congress passed the Emergency Un- employment Compensation (EUC) program which added an additional 13 weeks of benefits following a 26-week regular claim. Since then, further additions to the EUC program, plus Oregon’s continued high unemployment rate, meant unemployed Oregonians could receive a total of 79 weeks of benefits. However, as of Sept. 5, those who qualified at the beginning of the extension programs have now ex- hausted all benefits. During the 2009 legisla- tive session, the Oregon Leg- islature passed the Oregon Emergency Benefits (OEB) program which will allow an additional 13 weeks of bene- fits for those who have ex- hausted all other benefit ex- tension programs. But the OEB program does not go into effect until Oct. 4. In the meantime, OED, along with its WorkSource Oregon partners statewide, are stepping up efforts to connect unemployed Orego- nians with the services they need. Red Cross notes low donor turnout American Red Cross (ARC), noting an unusually low turnout for blood dona- tions, is asking all eligible donors to take time out to roll up their sleeves and give blood as soon as possible. The recent downturn in donor commitment has left the S.W. Oregon district struggling to fill donor ap- pointments. Many donors who schedule a time are not following through. In fact, September blood drives have already shown as high as a 40 percent no-show rate.
