Unemployment in Josephine County shows slight decrease for summer

Josephine County’s May
unemployment rate was 14.9
percent, the Oregon Employ-
ment Dept. (OED) announced
Monday, June 22.
That number represents a
slight drop from the 15.2 per-
cent rate that the county had in
April, which was made possi-
ble by the addition of seasonal
summer positions.
Payroll employment for
the county rose by 110 jobs
during April, of which 80 were
in the leisure-and-hospitality
sector. Gail Gasso, manager of
the OED Grants Pass and
Medford offices, said that she
has seen some hiring in the
tourism-related sectors of the
economy.
“Those kinds of jobs al-
ways increase in May and
June,” Gasso said.
Aside from those indus-
tries, Gasso said forestry and
firefighting also contribute to
seasonal employment. As
such, she said that the ranks of
the unemployed in Josephine
County might be dwindling -
- at least temporarily.
“I think we saw a spike
in unemployment in the early
winter,” Gasso said. “It’s
kind of leveling off right
now.”
Also bolstering Jose-
phine County employment
rolls is the influx of stimulus
dollars. For instance, Lo-
makatski, an Ashland-based
nonprofit group, has received
federal funds for a series of
forest restoration projects
throughout Southern Oregon.
During a Wednesday, June
24 town hall meeting at
Anne G. Basker Auditorium
in Grants Pass, Lomakatsi
Director of Operations
Marko Bey said that 80 per-
cent of that work is in Jose-
phine County.
“Stimulus funds are cre-
ating positions through dif-
ferent organizations,” she
said.
Gasso said that she an-
ticipates summer employ-
ment leveling off in August,
at which point area busi-
nesses will start recruiting
seasonal personnel for the
Christmas season. Many of
those jobs are in the retail
sector.
During the past year,
OED figures show that pay-
roll employment in Jose-
phine County fell by 1,000
jobs, a 4 percent decline. The
county has lost one in six of
the manufacturing jobs it had
one year earlier, OED said.
Manufacturing ac-
counted for half the county’s
job losses during the past 12
months. They were spread
throughout many prominent
businesses, including Master
Brand Cabinets in Grants
Pass.
During that time, the
construction industry shed
180 jobs. Wholesale trade
lost 60, retail trade lost 80,
and health care and social
assistance lost 50. Govern-
ment employment rose by
60, split evenly between fed-
eral and local agencies.
Gasso said that those
larger industry shifts have
prompted some job-seekers
to examine ways of expand-
ing their skill sets.
“We have a lot of people
coming in who were laid off
from industries that they po-
tentially won’t be rehired at,”
she said. “We’ve seen people
coming in who are looking at
changing careers.”
A particular emphasis is
being placed on boosting the
skills of newly unemployed
people to get them back to
work right away, Gasso said.
Despite the declines in
some industries, she said
some are thriving and look-
ing to hire more workers.
The transportation industry
has seen an increase, she
said, which creates a demand
for truck drivers and other
related occupations.
Health-care companies
like Asante Health System
have had a series of highly
publicized layoffs in recent
months. But Gasso said that
industry “continues to grow,”
along with the need for nurs-
ing professionals.
Gasso has been with
OED since 1992, after the last
major U.S. recession. In that
time, she has seen all kinds of
employment trends, negative
and positive. But all that ex-
perience doesn’t make it any
easier to know if the area econ-
omy will improve, or if the
worst is yet to come.
“It’s really hard to predict
what’s going to happen,”
Gasso said.
