(Photo by Valerie Brown) Rural leaders from across Oregon met Friday, June 13 in Cascade Locks in Colum- bia River Gorge to plan a different kind of two-day rural conference. Citizens representing the Oregon coast, S.W. Oregon, north-central Oregon, N.E. Oregon and S.E. Oregon met together for the first time after months of communicating by phone and e-mail. They committed to presenting a thoroughly thought-out and developed Oregon Rural Congress in Cascade Locks on Aug. 21 and 22. The goal of the Congress is to develop a new way of doing business and function- ing in rural Oregon. “Many of us in rural Oregon have realized that rural communities and inter- ests from across the state must unite and work to- gether,” said Union County Commissioner Colleen MacLeod. “The 2008 Session and Special Session told us that not to do so is no longer an option.” This first Congress will address five fundamental areas of importance from the perspective of each of eight loosely designated regions of the state. Onno Husing, ad- ministrator of the Oregon Coastal Zone Management Association said, “We have to get beyond the one-size-fits- all mentality and respect our differences, or we will never solve the increasing problems rural Oregon has. We have to face facts and find ways to change old systems that no longer work.” Steve Grasty, a Harney County judge, said, “Rural Oregon must be organized if we are to improve the social, economic and environmental challenges in our communi- ties. These challenges have come forward from years of well intentioned but mis- guided decisions.” The planning group dis- cussed the structure of the two-day Congress and the creation of a report. “Unlike the ill-fated report of the Office of Rural Policy the planning group will see that the work of the Con- gress receives wide distribu- tion,” it was stated. A final planning meeting will be held in S.W. Oregon on July 24. The location will be announced. RCC commencement includes 183 from Jo County Rogue Community Col- lege celebrated its 37th an- nual commencement Satur- day, June 14 in the Marjorie Holzgang Concert Bowl on the Redwood Campus in Grants Pass. The ceremony honors students who completed cer- tificates and degrees. This year’s Outstanding Citizen Award recipients – Bob & Barbara Bean – were honored as well. During commencement, 401 students received a total of 432 degrees and certifi- cates. Graduates earned 314 degrees and 118 certificates (27 students will receive two awards and two have earned three). Among the graduates, 263 (66 percent) are women and 138 are men. The two “most senior” grads are 65 and the youngest is 17. The average age is 31. Nineteen students (approximately 5 percent) compiled a 4.0 grade-point average (GPA), with 161 (some 40 percent), earned GPAs of 3.5 or higher. The average GPA among all grads is 3.4. Forty-nine graduates are members of Phi Theta Kappa honor society. Initiated in 1987, the RCC Outstanding Citizen award recognizes individuals who have provided distin- guished service to the college and its community. Long- time residents of Grants Pass, the Beans have been involved in many community activities including the RCC Founda- tion, Rotary, and the Oregon Community Foundation. Delivering the student commencement address were graduates Kenny Farmer and Suzan O’Larick. Kori Bieber, interim dean of Student Ser- vices, was master of ceremo- nies. Leading the faculty process was Dr. James Ford, who is retiring from the Sci- ence Dept., and Dr. Ann Trausch, Electronics Dept., who recently completed her doctoral studies. Lutz Kramer, retiring Humanities instructor, delivered the fac- ulty greeting. Among the students hon- ored were 207 from Jackson County, 183 from Josephine County, three from Douglas County and two from Klamath County.
