Brookings man shot to death near Hiouchi
Illinois Valley volunteers were among more than 10,000
statewide who participated Saturday, May 17 in the 13th an-
nual Down by the Riverside clean-up project. The valley pro-
ject was organized by Illinois Valley Community Development
Organization. Besides clean-up around overflowing trash
cans and picnic areas at ‘Forks’ State Park, volunteers worked

*On Takilma Road a
woman reported that at 9:22
a.m. another driver, a person
known to her, passed her on
a corner and cut her off.
*Assistance was given
to some people whose vehi-
cle was stuck in snow on
Onion Mountain Road.
*Two ATV operators
were warned for driving
their machines on Draper
Valley Road.
*A man who was carry-
ing a pink backpack and
apparently talking to himself
as he walked on Redwood
Hwy. south of Cave Junc-
tion prompted a concerned
call at 2:36 p.m.
*Verl Verdel Boatman,
48, was cited on charges of
driving under the influence
of an intoxicant and failure
to perform a breath test in
the 400 block of S. Red-
wood Hwy. at 7 p.m.
*Two people were
warned for having an unat-
tended camp fire near the
green bridge out Eight Dol-
lar Mountain Road.
*Robert Kelm, 52, was
arrested on charges of sec-
ond-degree assault, two
counts of being a felon in
possession of a firearm,
recklessly endangering an-
other, and pointing a firearm
at another. Deputies were
responding to a report of a
woman throwing rocks at a
residence on Pinewood
Way.
*On Westside Road a
man complained that his
neighbor had blocked the
driveway and threatened
him.
*A woman was given a
ride to a relative’s home
after a disturbance on Fir
Drive.
Friday, May 9
*Having gained entry to
a barn on Deer Creek Road
by cutting a lock, thieves
made off with some mining
equipment, a caller reported.
*A vacant rental prop-
erty on Caves Hwy. was
reported burglarized. Miss-
ing items were said to in-
clude most of the furniture,
the water heater, furnace
and well pump.
*There was a complant
that an angry man was slam-
ming car doors and yelling
at a woman on a parking lot
on W. Watkins Street at
8:19 p.m.
*Loud music in the
5000 block of Westside
Road was complained about
at 10:04 p.m.
*Amber Lureigne Whit-
wing, 49, was cited on a
charge of driving while sus-
pended (DWS) on Redwood
Hwy. at Finch Road at
11:36 p.m.
A Downtown Cave
Junction business owner
was contacted as he was
dropping off a night watch-
man for his shift at 11:47
p.m.
Saturday, May 10
*A vehicle missing a
rear wheel and parked haz-
ardously on Lakeshore
Drive was towed at around
1:45 p.m.
*Audible alarms
sounded at Lorna Byrne
Middle School, but no cause
was discovered.
*Tracy Ann Easterford,
41, was cited on charges of
DWS and failure to carry
proof of insurance on Red-
wood Hwy. in Kerby. Her
passenger, Michael Ray
Spliethof, 45, was charged
with probation violation and
lodged in Josephine County
Jail.
*Some sort of distur-
bance was reported on Nor-
man Road at 7:15 p.m.
*A Westside Road resi-
dent was concerned that her
neighbor was not shooting
his large-caliber firearms in
a safe manner at 9:47 p.m.
*A man whose wife
was demanding the children
and money for the return of
his stolen vehicle recovered
the truck himself from an
Upper Deer Creek Road
address.
*Some idiot in a 4-by-4
vehicle was reported to be
tearing up and down the
creek bed on Deer Creek
Road at 10:53 p.m.
*A loud party was com-
plained about on Airport
Drive.
Sunday, May 11
*Not much happened.
Monday, May 12
*Three men walked
away from a vehicle which
had been driven into a ditch
on White Schoolhouse Road
at 10:38 a.m. Later, some
people in a red pickup truck
came to pull the car out, a
caller said.
*An altercation between
a father and son was re-
ported on Briar Lane at 9
p.m.
*A complaint of shots
fired was reported at 9:30
p.m. from Warren Road.
*It was reported that a
man with a firearm at-
tempted to take his children
away from their grand-
mother, who has an infor-
mal custody arrangement.
*After it was reported at
10:40 p.m. that a man had
been pointing a gun at cus-
tomers at a CJ lounge, Mi-
chael Allen Shinault, 43,
was cited on a charge of
menacing.
Tuesday, May 13
*Vandalism causing
some $695 damage to the
“Welcome to Cave Junc-
tion” monument on the
south side of town was re-
ported at 1:40 p.m.
*There was concern that
a shootout could erupt, as a
woman on Warren Road
was convinced someone
was shooting at her, and she
was determined to shoot
back.
*A 15-year-old boy was
listed as a runaway from a
Westside Road address.
*A burglary at a resi-
dence in the 29000 block of
Redwood Hwy. was foiled
by an alert neighbor. The
A Brookings resident
identified as Bobby Jones
was shot to death near
Hiouchi, Calif. on Hwy. 199
Friday, May 16, according to
authorities.
Jones and one of his two
pitbulls were shot by deputies
from Del Norte County Sher-
iff’s Office. The incident is
being investigated by the Del
Norte district attorney.
Authorities say that
Jones was in a pickup truck
with two pitbulls on 199,
when a sheriff’s deputy began
pursuing him for reckless
driving Friday afternoon.
Jones was fatally shot in a
confrontation with sheriff’s
office deputies on the
Hiouchi Bridge just west of
the junction of 199 and Hwy.
197.
A deputy had been pur-
suing the man’s pickup west
on 199 after he was reported
to have been driving reck-
lessly. Authorities said that
the man, in his 20s or 30s,
commanded one of his dogs
to attack an officer. Officers
fatally shot the dog, then shot
the man when he attacked
them, it is reported.
“The individual died on
the scene,” said District At-
torney Mike Riese.
Asked if the man was
armed, Riese said, “That’s
what we’ve got to deter-
mine.”
The chase began at 1
p.m. after a report of a 1998
Ford Ranger pickup with
Oregon license plates driving
recklessly between Hiouchi
and Gasquet.
A spike-strip set up on
199 before Myrtle Creek
Bridge blew out the front
right tire and rear right tire of
the truck, but the deflated
tires did not stop the driver.
“He still did not yield
until he lost control at the
(Hiouchi) bridge,” Riese said.
He said that after the
truck came to a stop, the sus-
pect ran onto the bridge to-
ward other officers arriving
on the scene.
“He took off running,
then he ordered the dog to
attack. The officers had to
shoot the dog,” Riese said,
adding that it died at the
scene. “Then the suspect
charged the officer,” he said.
He said the suspect was
between two sheriff's vehicles
when he was shot.

*In CJ a man said that
he was assaulted a week
ago, and that his backpack
and computer were stolen.
His assailants offered to
return his computer for
$150, he said.
*Admittedly the owner
and driver of a white vehicle
seen leaving the scene of an
interrupted burglary earlier,
Misti Renee Johston, 19,
was charged with conspir-
acy to commit burglary and
lodged in county jail.
*A Cave Junction man
reported being harassed by
his neighbors, who he said
deal drugs and with whom
he said he’s been having
trouble.
*Joshua John Lewis, 25,
was cited on a charge of
speeding (45/30) on Red-
wood Hwy. at Hamilton
Avenue at 11:52 p.m.
Wednesday, May 14
*A hit-and-run driver
damaged a vehicle parked in
the 100 block of S. Red-
wood Hwy., the owner said.
Thursday, May 15
*A Madrona Drive resi-
dent said that a man has
continued to attempt to gain
access to her residence
through her daughter’s bed-
room window.
*An alarm sounded at
the Cave Junction Library at
2:52 p.m.
*“Mouthy” teen-agers
in a little green car were
locked behind a gate, while
trespassing on Schumacher
Street, a caller said. The
caller said he allowed them
to leave.
*Deputies chased a
speeding, unlicensed motor-
cycle down N. Old Stage
Road, and through Jubilee
Park, but the yellow-
helmeted rider escaped.
*A Draper Valley Road
resident reported theft of
several guns and a chainsaw
from his home.
*Theft of an 8-by-6-foot
utility trailer with personal
belongings was reported by
a motel guest at 10:54 p.m.
*On Lakeshore Drive, a
woman said that an intoxi-
cated man was driving her
vehicle without permis-
sion.

“My office’s side is to
determine whether or not the
shooting was justifiable,”
Riese said. “When there’s an
officer-involved shooting we
have a critical incident proto-
col. My investigators will be
the agency for the criminal
investigation.”
The second dog in the
pickup truck apparently was
wounded and under treat-
ment, but details were not
provided.
