BOLI cites fair housing effort
After 15 years and three embat-
tled legislative sessions, the Oregon
Bureau of Labor and Industries
(BOLI) has taken the final step in
its effort to bring federal fair hous-
ing investigations back to Oregon.
During 1982 the state of Ore-
gon began performing fair housing
investigations under contract for the
U.S. Dept. of Housing and Urban
Development (HUD).
However, when federal fair
housing laws changed in 1989, Ore-
gon’s statutes were no longer sub-
stantially equivalent with
HUD. Three years later, Oregon
lost its HUD contract.
Since then, stated BOLI, all
housing claims based on federal fair
housing laws have been routed to
the HUD regional office in Seattle.
“Anecdotal evidence tells us
that some of these Oregonians had
to wait upwards of two to three
years to have their claims heard,”
BOLI said. “But, in the 2007 ses-
sion these legislative efforts started
to move. District 22 Sen. Margaret
Carter (D-Portland) sponsored Sen-
ate Bill 725, which made major
strides in bringing Oregon’s law
back in line with the federal fair
housing laws.
“The bill passed with over-
whelming majorities, 43-14 in the
House and 24-4 in the Senate.
“When outgoing Labor Com-
missioner Dan Gardner met with
the assistant secretary of HUD this
past January and found that there
were technical fixes that needed to
pass through the Legislature before
substantial equivalency was
granted, he was equal to the task,”
BOLI stated.
As one of his final acts as labor
commissioner, Gardner
signed the final certification paper-
work with HUD’s legal counsel.
