There was also a sugges-
tion for organizing an eques-
trian ride over the historic
trail to the cave, the route that
was used by Elijah Davidson
when he discovered the cave
in 1874. This ride
likely would go
from Williams to
Oregon Caves fol-
lowing a route that
could include the
old Clapboard Trail
to Windy Gap near
Grayback Peak and
then the Boundary
Trail to Bigelow
Lakes before drop-
ping down to the
monument, a dis-
tance of about 20
miles.
One of the
interns at the
monument said
that he is working
on finding docu-
mentation to vali-
date the historic relevance of
this route.
Dave Thompson, the
lead guide at Oregon Caves,
suggested getting photos
enlarged, and developing a
traveling display that could be
put up at the airport for the
2009 season. This prompted
additional discussion about
encouraging local artists to do
illustrations or paintings that
might be used in displays or
exhibited at Cave Junction’s
weekly Second Friday Art
Walk.
Karen Stiles, of Cave
Junction, suggested a bicycle
run to the monument or
maybe a foot race over some
of the trails.

ride,” she said adding that this
is the sort of thing that partici-
pants in Cycle Oregon look
for and participate in. Like
many people in the room, she
expressed interest in how
events like this would benefit
the local economy
with increased tourism
and promote the val-
ley in a positive light.
The discussion then
turned to how the
event might be cele-
brated.
“Should we do this in
one day, a week, or
spread out over the
2009 season?” asked
Ackerman. There was
no consensus, but the
group generally indi-
cated an interest in a
series of related events
spread over the sea-
son.
Several dates were
suggested to include
May 15, the date that
the lodge was dedicated in
1934; July 12, the date that
the monument was dedicated
in 1909; and Nov. 11, the
date that the caves were dis-
covered in 1874.
There were also sugges-
tions that the monument part-
ner with other event organiz-
ers to become a significant
part of other annual events
such as the Blackberry Festi-
val, Boatnik, and Josephine
County Fair.
The meeting concluded
with a great deal of enthusi-
asm and an air of optimism
from participants that Illinois
Valley and Josephine County
have a significant opportunity
to be in the lime light during
the Oregon State sesquicen-
tennial.

ADVERTISEMENT FOR BIDS
Sealed proposals addressed to the City of Cave Junction, Oregon and endorsed
North Kerby Avenue Sanitary Sewer Replacement will be received at the City Hall,
until 2:00 PM, Friday, April 18, 2008, at which time proposals will be publicly
opened and read. A contract for the work will be awarded or bids may be rejected,
separately or entirely, within 30 days after opening.
The work is to be started after June 16, 2008 and completed by August 29, 2008.
The work shall consist of supplying all labor, equipment, and materials necessary
to construct 683 LF of 21" sanitary sewer with manholes at a depth of 10 to 16 feet,
reconnect six service laterals, and restore the roadway surface to original condition.

A pre-bid conference will be held at the City Hall at 2:00 PM, Tuesday, April 8,
2008. All bidders are encouraged to attend this meeting.
Copies of the plans and specifications may be obtained at the office of Marquess &
Associates, Inc., 1120 E. Jackson St., Medford, OR 97504. No bid shall be re-
ceived or considered unless the bidder is registered with the Construction Contrac-
tor's Board.

All construction shall also conform to the Oregon Department of Human Services
"Construction Standards for Public Water Systems".
Bidders shall pre-qualify as provided by ORS Chapter 279 and in general accor-
dance with the Standard Specifications for Public Works Construction, Oregon
Chapter of APWA. Pre-qualification applications must be received by the City at
least five days prior to the opening of the bids.
All projects in excess of $50,000.00 require the Contractor to pay prevailing wage
rates. No bid shall be considered unless the bid contains a statement by the bidder
as a part of the bid that the provisions of O.R.S. 279.348 through 279.365 Prevail-
ing Wage Rates will be complied with. The City reserves the right to reject for
any good cause any or all bids, waive formalities, or to accept any bid
which appears to serve the best interests of the City.
