Page 4 Illinois Valley News, Cave Junction, OR Wednesday, February 13, 2008 CJ City Council sets LID workshop; appoints councilor A workshop to address submission of a revised Lo- cal Improvement District petition for an expansion project on the west side of Redwood Hwy. at the north end of the city will be scheduled, the Cave Junc- tion City Council decided Monday night, Feb. 11, dur- ing a 21-minute meeting in city hall. The request for a coun- cil workshop, during which no action can be taken, was requested by John Chmelir, representative of Illinois Valley Development. A pre- vious petition was with- drawn when the Versteeg Family Trust, which owns a 26-acre tree lot along the project, filed legal papers outlining what it indicated are illegalities in the initial petition. Among those legal concerns were the facts that the city cannot impose a Local Improvement District (LID) on property that is not within the city limits, nor can it set up an LID wherein the city is not performing the work. The council was asked if those specific problems would be addressed during the workshop. In spite of over-lapping responses by Jim Polk, city recorder and treasurer, and other council- ors, Councilman Margaret Miller answered that all relevant issues would be discussed. Seventh-day Adventist Church, Cave Junction By Patty Hyland Richard Hall, representa- tive for the Pacific Northwest for ADRA (Adventist Develop- ment & Relief Association) gave an inspiring message last week and showed films of his recent visits to Africa and Asia. He described the terrible conditions of people in several countries in Africa. But now ADRA has put in wells, so they can irrigate their crops and curb famine. He told about and showed pictures of many planes and trucks sponsored by ADRA bringing in food pro- vided by the U.S. government. In the afternoon Hall showed places where he flew in his little airplane to help many villages in Cambodia and Laos with medical treatment and needed technical assistance. The Seminar on the Bap- tism of the Holy Spirit was held immediately after the mis- sion film. Mr. Sauer was born Oct. 21, 1928 in the Kerby commu- nity of Illinois Valley to Mau- rice & Zenna Sauer. He was born and raised at Sauer’s Flat and lived there all his life. He attended schools in Kerby. He owned and operated a tree fal- ling company, and was a tree faller during his working years. He was a master mechanic and an inventor, and built an elevator in his house. He was known for his love of helping people and for being every- one’s friend. Surviving are four chil- dren; a sister, Donnis Smith, of Grants Pass; several grandchil- dren; and several great- grandchildren. Billy Don Robbins Billy Don Robbins, 68, of Cave Junction, died Thursday, and Lois. Tuesday choir practice and Prayer and Praise Meeting were well-attended. Wednes- day afternoon women’s Bible study group met with a great experience for everyone. Every Tuesday at 9 a.m. clothing is distributed at the Community Service Bldg. across from the church at 265 S. Old Stage Road. At 1 p.m. each Tuesday, boxes of food are distributed to each family unit coming for assistance. A visitation was held Tues- day, Feb. 12, at Illinois Valley Chapel. A graveside service followed at at Laurel Cemetery in Cave Junction with Pastor Monty Pope of Selma Baptist Church officiating. Illinois Valley Funeral Directors was in charge of ar- rangements. Mr. Robbins was born on May 24, 1039 in Magazine, Ark. and raised there until his family moved to Oklahoma. In his teen-age years, they moved to Bell, Calif. In July 1960 in Maywood, Calif. he married the former Edna Foster. He worked in Southern California at various locations in road construction. For ap- proximately two years he worked for an auto body and paint shop. Later he worked as a mechanic for military equip- ment at the U.S. Marine Corps Barstow Logistics Base Yermo Annex in California. During this time he and his wife had three sons. In 1979 the family moved from Hinkley, Calif. to Cave Junction where he worked for various ranches as a ranch hand. He also worked for Rough & Ready Lumber Co. in Cave Junction until retirement. He was a member of the Sheriff’s Mounted Posse, Search and Rescue in Barstow. He enjoyed farming, horses and riding horses. Surviving are his wife, Edna Robbins, of Cave Junc- tion; three sons, William Rob- bins, of Yoncalla, Ore., Justin Robbins, of Las Vegas, Nev., and Travis Robbins, of Cave Join hundreds of middle school kids across the globe who have discovered the joy of service projects. From Africa to Malaysia youth are learning the value and joy of service to their commu- nity. Mr. Robbins was preceded in death by a sister, Raytha Helen Haley; and a brother, Bobby Ray Robbins.
