Oregon to view U.S. health care Four Russian leaders in the Open World Program are examining health-care provision in Josephine and Jackson counties. They arrived Saturday, Oct. 6, and will leave Sun- day the 14th. The Grants Pass Sister City Committee is hosting the delegation for Open World. Kitty Waud, a Cave Junction resident, is the cur- rent president of Grants Pass Sister City Committee and co-chairman of the visit. She and her husband, Herb, also are serving as a host family for Tatyana Tsareva, the nurse in the delegation. Kitty Waud works for Three Rivers Home Healthcare Ser- vices. During 2004, she was a member of the Heart-to- Heart Medical Delegation to Rubtsovsk. Managed by the inde- pendent Open World Lead- ership Center at the Library of Congress, Open World enables emerging political and civic leaders from par- ticipating countries to work with their U.S. counterparts. This allows them to experi- ence U.S.-style Democracy and free enterprise at the local level. The thrower ran and could not be located. *A tall, intoxicated man was said to be digging through trash at Holiday Motel at 7:44 p.m. *Pulled over in Kerby at 10 p.m., Kenneth L. Vaughn, 58, was cited on charges of driving under the influence of an intoxicant (DUII) and failure to provide a breath test. Two firearms were taken from his vehicle for safekeeping. He was taken to Three Rivers Community Hospital in Grants Pass. *A Kerby resident re- ported that her identity had been used to obtain tele- phone service in California. *The suspect in a stab- bing incident the night be- fore was seen on Lakeshore Drive with a fishing pole and a bag of clothing. It was thought that he would hide in bushes. *On Terrace Heights Drive a woman said that her neighbor was harassing her by taking photos of her house and screaming. The neighbor was warned about trespassing. Thursday, Sept. 27 *Warned for speeding and violating curfew, Derek J. Gregg, 17, was cited on a charge of prohibited lighting (blue lights on the front of the vehicle). Gregg was con- tacted on Redwood Hwy at Laurel Road at 12:30 a.m. *Michael Ray Spliethof, 45, was lodged in county jail on a charge of probation violation (felon in posses- sion of a weapon) and cited on a charge of driving with a suspended license (DWS). *Theft from a private vehicle parked in the 100 block of S. Redwood Hwy. of $1,500 cash, including some rare currency, was reported. *Telephonic harassment by an irate family member was complained about by a Caves Avenue resident. *A caller reported that two refrigerators were dumped into Deer Creek by men driving a dark-colored pickup truck towing a small trailer. The vehicle’s license plate information was pro- vided. Friday, Sept. 28 *Gunshots were re- ported in the 9000 block of Takilma Road at 12:45 p.m. *A woman against whom he has a restraining order was harassing him on Redwood Hwy., following his vehicle and braking in front of him to block his way, a man said. *A 16-year-old boy was reported intoxicated at a function at Illinois Valley High School. He was turned over to his father. *A hostile camper who made others feel “unsafe” was reported near the green bridge out Eight Dollar Mt. Road. All were warned to stay away from one another. *Calling back after an aborted 911 call at 11 p.m., a dispatcher discovered that there had been an attempted theft at Cave Junction Tex- aco, but that all items had been recovered and no fur- ther contact was needed. Saturday, Sept. 29 *Two ATV riders near Bolan Lake were warned for unsafe operation because of carrying a loaded rifle. *Apolonio Cruz Her- nandez, 31; and Jose Solis Hernandez, 35, were lodged in Josephine County Jail on immigration holds. A charge of filing a false application for a hunting license was referred to the D.A. *Kristopher Everett Kelly, 27, was cited on a charge of DWS and warned for speeding on Rockydale Road at 8:44 p.m. Sunday, Sept. 30 *Norman Road resi- dents were advised to follow eviction procedures against people who were no longer welcome to stay with them. *Two men were tres- passed from Shop Smart Food Warehouse after one was verbally abusive to em- ployees and attempted to steal a container of beer. *A 58-year-old woman driver was warned for fail- ure to maintain a lane on Laurel Road at 11 p.m. Monday, Oct. 1 *A maroon Chevy pickup truck was reported stolen from a Dogwood Lane residence overnight. *In the 500 block of Holland Loop a residence was reported ransacked overnight. Leadership Center has awarded a grant to Sister Cities International to ad- minister this and similar exchanges during 2007. In Cave Junction, on Friday the 12th, the delega- tion will visit Illinois Valley Safe House Alliance staff, and staff at Siskiyou Com- munity Health Center. The visitors are to have lunch at Taylor’s Country Store, and tour Oregon Caves National Monument. Additionally, their visit to Bridgeview Vineyards Win- ery will include dinner. In Grants Pass and the surrounding area, delegates will examine hospitals, home health-care programs, private physician offices, cancer treatment programs, the public health depart- ment, and nursing education programs. They will discuss issues relating to the deliv- ery of services for patients with their peers in South- western Oregon. The visiting delegates were selected from different governmental units con- cerned with health care in Rubtsovsk: *One party to a continu- ing confrontation regarding property lines in Sucker Creek’s bed alleged assault against the other. Tuesday, Oct. 2 *Although he doesn’t have a driver license, a homeless man was seen driving the car he’d pur- chased to live in. *Told to slow down after speeding into a busi- ness driveway in the 1000 block of Caves Hwy. a man said that he’d take his busi- ness elsewhere, and left. *A Cave Junction woman said that her name and personal information had been used to make cata- log purchases. *Three girls were warned for use of marijuana at I.V. High School, but evi- dence which would have furthered prosecution went up in smoke. *An argument on N.
