BLM plan would raise harvests ...

be affected.
BLM’s preferred alter-
native met with approval
from Jim Frick, chairman of
the Southern Oregon Re-
source Alliance. He said that
it could result in valuable
advances for the county.
Under the draft plan,
“no less than 46 percent of
the forested BLM land
would be dedicated to the
development of mature and
structurally complex forest.
The remaining 54 percent,
dedicated to timber produc-
tion, would also provide
substantial amounts of ma-
ture and structurally com-
plex forest.
“The planning area, 2.5
million acres of BLM-
managed land, comprises 10
percent of the total federal
acreage under the Northwest
Forest Plan.”
Freeland stated that the
EIS “was developed using
more detailed and more ac-
curate information than was
available when the six re-
source management plans
were revised in 1995 as part
of the Northwest Forest
Plan.
“More than 10 years of
evaluation and research
have led to a better recogni-
tion of what is needed to
manage resources in a sus-
tainable manner,” he said.
Stated Doug Robertson,
a Douglas County commis-
sioner, “The counties of
Western Oregon have had a
longtime partnership with
BLM in management of
these lands.
“By law, they are to be
managed in permanent for-
est production to provide
revenue to counties on land
that cannot be taxed.
“The plan,” he said,
“shows that you can provide
for a predictable and sus-
tainable flow of timber
while at the same time pro-
viding wildlife habitat.”
The draft plan revisions
coincide with preparations
of the U.S. Fish & Wildlife
Service’s Draft Recovery
Plan for the northern spotted
owl and the critical habitat
designation for those owls
and the marbled murrelet.
The BLM officials
Thursday said that a final
decision on which alterna-
tive would be used is at least
a year away.

OK to form the committee,
and develop objectives and
an agenda, he said.
“We’re only 18 years
away,” said Toler, “from
meeting the Governor’s Al-
ternative Energy Bill re-
quirements of having 25
percent of our energy from
alternative, renewable
sources. We’re now at less
than 5 percent.”
Besides helping the
county and its residents be-
come more self-reliant, tax
credits could be realized,
Toler said. As well, energy
could be sold to private en-
terprise, thus helping the
county coffers. Private en-
terprise in other areas has
shown great interest because
of the tax credits, he said.
What happens, Toler
continued, is that private
enterprise wanting tax credit
is willing to invest in mak-
ing alternative energy a real-
ity. Therefore, public agen-
cies such as the county end
up only having to put up 10
to 15 percent of the needed
funding.
“It’s a public/private
program that’s working well
elsewhere,” he stated.
Toler said that he re-
cently attended a presenta-
tion by Hood River officials
regarding wind power. The
presentation in Medford was
sponsored by Rogue Valley
Council of Governments
(RVCOG).
Toler said he is im-
pressed by the possibilities
surrounding renewable en-
ergy. Other areas, such as
Douglas County with its
coastal tidal project; and
Klamath County with its
biomass and small hydro
work, are examples.

rhetorically. “We need to
get going.”
Besides “financial
mechanisms” he learned
during the RVCOG pro-
gram that under legislation,
plants being developed must
provide 10 megawatts of
power or less.
Toler, who has some
background in renewable
energy sources, including
photovoltaic, is looking for
20 to 25 people willing to
share their expertise on the
new committee.
“We can accomplish
two important objectives,”
he believes. Utilizing bio-
mass from reducing the haz-
ard of wildfire in forests,
and using that biomass to
produce energy are the two
areas he especially cited.
“We need to become as
self-reliant as possible,”
Toler concluded.

Butler added their support.
They, Gavlik and Rich cited
the fact that with annexa-
tions, IVFD’s coverage area
is growing, and that the
population also is increasing
due to new residential devel-
opments.
The board also noted
that with full-time firefight-
ers, the fire insurance rating
for the district could im-
prove. This likely would
result in lower rates for
home owners.
Gavlik said that with
annexations adding to the
coverage area, the district is
slowly falling behind in
terms of financial resources.
New equipment would not
be included in the federal
grant, but it was indicated
that other grants could be
sought.
Rich stated that he has
“an excellent staff who are
outstanding grant writers.”
Gavlik said that he’s
still developing the grant
proposal. The staffing and
monetary figures he pre-
sented are tentative, and fi-
nal numbers will be brought
to the board later.
After the meeting he
said that the preliminary
thinking involves the three
crews on 24-hour shifts.
Whether they would be as-
signed to Cave Junction Sta-
tion 1 and Selma Station 2,
or some variation, is still
under study.
Two suspects identified in Grants Pass assault
Grants Pass Police have
arrested one man and have
identified a second suspect in
a case involving charges of
attempted murder and at-
tempted first-degree assault.
Grants Pass resident
Kenneth A. Faddis, 42, was
arrested after the July 26
incident near Downtown
Grants Pass. He is charged
with attempted murder.
Referred to the district
attorney are charges of four
counts of being a felon in
possession of a weapon,
possession of stolen prop-
erty; and possession, distri-
bution and manufacture of a
controlled substance,
methamphetamine.
The suspect still sought
is identified by police as
Sigmund Ray Casewll III,
27. He also is a resident of
Grants Pass.
The victim was identi-
fied as city resident Christo-
pher Lee Murray, 33. He
suffered wounds said to be
caused by a crowbar and
firearms, said police.
A rifle, shotgun and
handgun, plus stolen items,
were seized from the resi-
dence of Faddis. A crowbar
and meth, plus related items,
were found in his car trunk.
A handgun believed to
have been used in the inci-
dent was recovered from the
Rogue River near Grants
Pass. The Josephine County
Search And Rescue Dive
Team located the weapon.
