JoCo library system situation decried
BY SCOTT JORGENSEN
IVN Staff Writer
Josephine County com-
missioners heard an earful
from residents during a
Wednesday, May 23 public
hearing in Grants Pass re-
garding the closure of the
main library and branches in
Cave Junction and Williams.
The Wolf Creek branch
will be open three hours each
week as a reading room. It
must be open even for that
short span because the build-
ing was paid for under a
grant, with a requirement for
being open weekly.
County libraries were
closed earlier this month after
the overwhelming failure of a
May 15 public safety levy
request. Oregon law requires
that public hearings occur in
the event of library closures.
Commission Vice Chair-
man Dave Toler said he re-
gretted that the hearing had to
be conducted.
“I can’t say I’m proud to
be here having this hearing,”
Toler said.
Whitney Laird, chairman
of the Josephine County Li-
brary Advisory Board, la-
mented the library loss.
“I find it ironic that we’re
holding this hearing after the
libraries have closed,” Laird
said. “This is a very sad day
in the county.”
Laird said that a lack of
public libraries will widen the
gap between the “haves and
have-nots.” She noted that,
“Not everyone has com-
puters, and not everyone can
afford to buy books.”
Frank Iverson, a former
commissioner, displayed a
recent newspaper article dis-
cussing the possible privatiza-
tion of the county’s libraries,
and inquired about the efforts
to transition to such a system.
Commissioner Dwight
Ellis confirmed that county
officials have met with repre-
sentatives from Library Sys-
tems & Services LLC, a
Maryland-based company
that has assumed operational
responsibilities for libraries
throughout the country.
Ellis said that the pro-
posal proved problematic, as
county employees are union-
ized through the American
Federation of State, County
and Municipal Employees
(AFSCME), and the company
is aware of the current dire
fiscal situation.
The libraries operated by
Library Systems & Services
typically have tax bases, and
“our situation is completely
different,” Ellis said.
A five-year, $2.5 million
contract was sought by the
company, Ellis said, and the
county is unable to enter into
such an agreement.
Iverson suggested the
possibility that a nonprofit
organization operate the li-
brary, and could be funded
through grants.
“I think we need a library
desperately,” Iverson said.
“We’re in a mess.”
Grants Pass resident Jen-
nifer Berubee, former head
librarian at the Cave Junction
branch, put the closure in
blunt terms.
“The state of our libraries
is a disgrace and an embar-
rassment,” Berubee said.
“We’ve slowly let our library
bleed to death.”

brary System Manager Cessa
