Two options posted for rural fire help

his beginning meeting Friday,
Feb. 23 at 7 p.m. in the Jose-
phine County Bldg. at Red-
wood Hwy. and Lister Street in
Downtown Cave Junction.

and Joni Haining will start the
program with some of their
popular Gospel music. The

The title of the evangelist’s
first meeting is, “Unlocking the
Mysteries of Revelation.” The
Saturday night topic is, “A Thief
in the Night.” Monday at 7 p.m.

years as a field man for an oil
company.
From 1960 to 1976 Mr.
Lea was a city police officer in
Santa Monica. He retired from
police work when he was
wounded in the line of duty. He
then worked as an insurance
adjuster for several years be-
day, Feb. 17, and will continue.

daughter, Terrie McPherson of

Members of Josephine
County’s Rural Fire Protec-
tion Committee met with the
Board of County Commis-
sioners in Grants Pass on
Wednesday, Feb. 14 to pre-
sent an initial report on their
recommendations.
Commissioners formed
the 11-member committee
last year to examine options
for fire protection for rural
areas of the county not in a
fire district. Final recom-
mendations are to be pre-
sented to the commissioners
before the end of March.
However, during its
Thursday, Feb. 1 meeting,
the committee voted to meet
with the commissioners and
provide a progress update.
“We need to make sure
this ship is on the right
course,” said committee
member Brett Fillis.
The committee formed
three subcommittees de-
voted to establishing
boundaries, standards and
rates. Of those three areas,
Fillis said that rates are the
“biggest area left for discus-
sion.” Recommendations for
boundaries and standards
are nearly complete, Fillis
told the commissioners.
Since starting in late
November, the committee
has narrowed its list of rural
fire protection options from
nine to two. The remaining
options are a fire district
with one franchise provider
and a fire district with taxa-
tion.
Fillis presented com-
missioners a list of pros and
cons for both options, add-
ing that the committee is
inclined to recommend a
fire district with one fran-
chise provider.
“This has the greatest
chance of success for any-
thing happening,” Fillis said.

Under such a system, a
fire district would have to be
formed. Its first board of
directors would have to be
appointed, with subsequent
boards voted in by residents
of the district.
Fillis told county com-
missioners that rural ambu-
lance services currently op-
erate under a single fran-
chise system.
Committee member
Brian Robinson said that
having a fire board would
ultimately make things eas-
ier for the commissioners.
“It removes the burden
from you,” Robinson said.
“I know the (board of com-
missioners) has a lot on its
plate.”
Vice Chairman Dave
Toler of the county board
asked if a franchise provider
agreement would ensure
participation in the fire dis-
trict. Fillis said that it
wouldn’t, but that the dis-
trict would be able to oper-
ate with the current level of
residents who subscribe to
rural fire protection services.
Robinson said that citi-
zens would feel a sense of
ownership with a fire dis-
trict, which would increase
participation.
Fillis said that most fire
districts in the state use tax-
ing districts, and that only
one or two use franchise
agreements.
Committee chairman
Fes Lellis said that taxing
districts are the only way to
ensure universal participa-
tion in a fire district. He then
asked the commissioners for
direction on where the com-
mittee should focus its fu-
ture efforts.
Chairman Jim Raffen-
burg said that the board
would discuss the matter
internally, and would have
an answer by the end of the
month. Ellis expressed his
support for the franchise
option, but said that he still
is concerned regarding the
ability to regulate rates un-
der such a system.
However, county Com-
missioner Dwight Ellis said
he is pleased with the com-
mittee’s work, and confident
that a workable solution
could be reached.
“I think the people are
ready for us to take some
action on this,” Ellis said.
The committee’s Thurs-
day, Feb. 15 meeting was
canceled in order to allow
the commissioners to con-
sider the preliminary report.
Its next meeting tentatively
is scheduled for Thursday,
March 1 at 4:30 p.m. in
Room 157 of the Josephine
County Courthouse.
