Fledgling CJ Security Council organizes anti-graffiti unit
McGruff still growling

It began as a simple idea.
An animated dog in a
rumpled trench coat, uttering
the words, “You don’t know
me yet. But you will.”
Twenty-five years and
three generations later, people
still recognize McGruff the
Crime Dog as an American
icon that is “taking a bite out
of crime.”
In the early 1970s, most
people thought it was strictly
up to the law enforcement to
prevent crime. However, a
group of concerned private
citizens and government lead-
ers believed that working
individually and collectively,
in tandem with the police,
could aid in crime prevention.
Fast-forward to 1980,
when an ad campaign -- de-
veloped by advertising
agency Saatchi & Saatchi and
distributed by The Advertis-
ing Council Inc. -- introduced
McGruff the Crime Dog.
Originally, the National
Crime Prevention Council’s
iconic brand targeted adults
with common sense messages
about everything from home
security to neighborhood
safety.
During the years, he ex-
tended his reach to teen-agers
and children, teaching them
how to protect themselves
against the dangers of drug
meeting of the CJ Security
Council.
During the gathering, to
continue work to help weed
out and deter the criminal and
problem-causing elements in
the city, a graffiti abatement
team was formed. Team
members initially are Rarey,
Selma resident Don Fasching,
the I.V. Merchants Associa-
tion, and CJ resident Bob
Rodriguez.
The team will strive to
cover graffiti soon after it is
discovered. They will offer
their services free of charge.

Additionally, Jubilee Park
continues to be a hot spot for
patrol by Josephine County
Sheriff’s Office, and a number
of persons have been
“trespassed,” Rarey said.
Families need to begin
using the park more frequently
now to make it clear that it’s
being reclaimed, he said.
Efforts by deputies led
by Rarey are focusing hard-
line attention on transients,
but he noted that under Ore-
gon law being drunk in public
is not considered breaking the
law, but “an illness.”
However, he and other
officers, including Deputy
Cory Krauss, who returned to
work Tuesday, June 20 as
city contract officer, will con-
tinue their work to help citi-
zens deal with transients and
deter crime. Krauss has been
off duty due to an injury.
A small percentage of
career criminals seem to be
causing the most trouble,
Rarey explained. And they
are aware that up to a Class C
felony can be committed
without fear of going to jail.
That’s because, he said, the
state has mandated a certain
officer/inmate ratio, and
JCSO doesn’t have the fund-
ing to maintain the staff.
Still, Rarey noted that he
recently has averaged six to
eight citations daily for seri-
ous violations of the vehicle
code, and had two or three
vehicles impounded per day.
He said that some of those
affected are calling him “that
---hole,” but that he’s not
unhappy about it.
Some have complained
about harassment, he said.
But, he noted, when drivers
have neither license nor insur-
ance, and are driving vehicles
that don’t belong to them,
they will receive attention in
connection with traffic stops.
“We’re causing waves,”
he said, “and the sheriff is
looking at what we’re doing
in Cave Junction (working
closely with citizens and fo-
cusing on specific problem
areas identified by citizens) as
a pilot program.”
Regarding graffiti and
some crime, Rarey said that
the outlaw Vagos motorcycle
club definitely has a presence
in the valley. The club is into
organized crime, he said.
The officer further noted
that in his six months in CJ,
he’s been in more “knock
down-drag out” incidents
than during the previous 10
years of his 15-year career.
“This is a rough area,” he
said.
He further noted that
safety of citizens is para-
mount, and stressed that being
involved in helping law en-
forcement does not mean citi-
zens should place themselves
in harm’s way.
Fasching asked about
making a citizen’s arrest.
Rarey and CJ Mayor Tony
Paulson, one of 10 persons
who attended the meeting,
explained that such arrests
can be made, but noted that
private citizens are not pro-
tected against civil suits as a
result of their actions.
However, someone wit-
nessing a crime could await
the arrival of an officer,
knowing the suspect’s loca-
tion, and have the officer
make the arrest.
“We have got to send a
message that we will not tol-
erate certain behavior,” Rarey
said. “There is an element in
our community that hates
society, and at your direction
we will take a tough ap-
proach, not a soft-and-fuzzy
one.”
Regarding some in the
community who drink large
containers of fortified beer
and cause problems, one per-
son asked tongue-in-cheek if
Oregon Trail Cards could be
revoked. Paulson said it’s
been shown that such action
is not possible.
Rarey urged citizens to
use “Private Property” signs
on everything from dump-
sters to buildings. He added
that citizens should phone
474-5123 to report trespassers
and persons causing prob-
lems. Although there might
not always be a response to a
nonemergency situation, such
reports will alert him and
other officers to problem ar-
eas and those involved.
Rarey asked that at the
next meeting, on July 17, that
nominations be made for a
secretary. The volunteer
would have his or her hands
full, taking notes and report-
ing minutes, plus helping the
abuse and gun violence, and
more recently, how to handle
bullies and surf the Internet
safely.
Since his debut, McGruff
has been instrumental in
showing adults and youth
how their involvement can
reduce crime. Today more
than three out of four Ameri-
cans believe they can person-
ally do something to prevent
crimes from occurring.
While crime in general
has been reduced from the
highs in the 1990s, it remains
a reality in communities
across the nation every day.
To this end, it is clear that
even with a more diverse,
older, technology-savvy na-
tion, McGruff still has a job.
During the past quarter-
century, McGruff has become
more than just a familiar face.
He is a true piece of Ameri-
cana, even appearing in trivia
questions on “Jeropardy” and
“Wheel of Fortune,” and in
movies such as “Mystic
River,” and on VH1’s “I
Love the 80s Strikes Back.”
More than $1 billion has
been donated to help spread
McGruff’s message that to-
gether, we can all “Take A
Bite Out of Crime.”

County. That man, it seems,

*Because a man who had
been drinking would not
leave a woman’s Eight Dollar
Road residence when asked, a
woman phoned for assistance
around 3:30 a.m. Once the
man stopped yelling and left,
however, she was satisfied
that she no longer needed
assistance and became unco-
operative with the call-taker.
*Kids with a .BB gun
shot his dog and his vehicle’s
rear window, complained a
Pinewood Way resident.
*Graffiti allegedly re-
lated to a motorcycle gang
was documented in the west
men’s restroom at Jubilee
Park.
*Erica Lynn Hampton,
31, was cited on a charge of
driving while uninsured near
W. Watkins Street at Hussey
Avenue. The vehicle she was
driving was impounded.
*Two women upset re-
garding recent contact with a
deputy were said to be raising
a ruckus in the 500 block of
Watkins Street at 2:40 p.m.

Alexander Doug Wilcox, 20,
was cited on charges of driv-
ing without insurance, and
driving with a suspended li-
cense (DWS) on S. Sawyer
Avenue at 3 p.m. His vehicle
was impounded.
*Although everyone at
an Ollis Road residence was
uncooperative regarding who
was responsible for a series of
911 hang-up calls, two men,
Justin Leavitt, 35, and Clifton
Campbell, 27, were discov-
ered to have outstanding war-
rants. Both were transported
to Josephine County Jail,
which seemed to solve the
telephone problem.
*Apparently damaged
with a saw and an ax, a tree in
his yard was now endanger-
ing his house, said a Reeves
Creek Road resident.
*On Happy Camp Road
a man said the house next
door had been burglarized.
No victim or responsible
party could be ascertained, as
the home was held in trust.
The neighbor was left to in-
vestigate things further.
*Some sort of distur-
bance involving men,
women, and threats was oc-
curring on Pine Cone Drive at
9:21 p.m., but nothing unto-
ward was discovered when a
deputy rolled through in a
patrol car to check.
Wednesday, June 7
*More than $200 cash
for the till was removed from
an office at the Junction Inn,
it was reported just after 7
a.m.
*Two fuel-filler pipe
caps, a first-aid kit and 20
gallons of fuel were reported
stolen from school buses
overnight at Evergreen Ele-
mentary School.
*Five people and a pair
of dogs had massed on the
front yard of a woman’s resi-
dence on Hussey Avenue,
and she wanted them to leave.
*Caught drinking, two
people were informed that
they were prohibited from
being in Jubilee Park for one
week.
*Ten minutes after he
was told not to be there,
Daniel S. Blasé, 27, was cited
to appear on a charge of tres-
passing at Jubilee Park.
*Someone “with an
Asian accent” phoned a Fern-
wood Drive resident to say he
was going to kill her.
*After recklessly driving
through an Ollis Road
neighborhood from which
he’d recently been evicted, a
man was reminded figura-
tively about the Biblical
warning regarding trespass-
ing.
*A 20-year-old woman
who, although often asked to
leave, “hangs out” near her
parents’ residence in a Kerby
neighborhood smoking pot
and drinking beer, was there
again. The manager wanted
her formally warned against
trespassing.
Thursday, June 8
*Brandon Shain Croft,
20, was cited on charges of
DWS and lack of insurance
after he was stopped for an
inoperative brake light in the
200 block of S. Redwood
Hwy.
*Unhappy, apparently,
about not having graduated
with the rest of his class, an
IVHS senior was reportedly
lurking on campus, making
threatening remarks about a
particular teacher.
*Several transients were
said to be noisily setting up
camp somewhere in the
25000 block of Redwood
Hwy., but they could not be
located.
Friday, June 9
*A Madrona Drive resi-
dent was concerned that a boy
from a nearby street who was
driving an ATV at high
speeds “would kill himself or
others.” The caller was ada-
mant about needing deputy
contact, because when he had
approached the boy’s father,
the father tried to start a fight,
the caller claimed.
*A continuing problem
with trespassers who leave
trash and damage Q Bar X
Ranch property on Westside
Road was reported at 11 p.m.
Saturday, June 10
*The sound of a woman
screaming was heard just
before 2 a.m. said a caller
from Lake Selmac Resort.
*“All subjects” at a Nor-
man Road address were said
to be highly intoxicated but
had settled down somewhat
after a rock-throwing, verbal
dispute reported at 8 p.m.
Sunday, June 11
*Returning armed just
after midnight to a Cave
Junction bar, where he’d been
involved in an earlier dispute,
Sean Kelly McKinney, 41,
was cited on charges of
unlawful use of a firearm and
offensive littering. He was
transported to county jail.
*OSP cited Kerby resi-
dent Sean Cordell Wylie, 16,
on a charge of driving under
the influence of an intoxicant,
and his passenger, Aaron
Michael Baker, 17, on a
charge of minor in possession
of alcohol on Sauer’s Flat at
12:44 a.m.
*A Kerby couple agreed
to be separated for the night
after a fight regarding a flood-
ing toilet escalated into a 911
call at 7:16 p.m.
