Rarey opened the get- together by outlining his experiences in Community Oriented Policing. And he stressed repeatedly that keeping a community safe comes down to community members taking a strong role -- not taking the law in their own hands -- but being alert to strangers and suspi- cious circumstances. The officer also noted time and again that commu- nity members need to take measures to protect their homes and businesses. Efforts could include burglar alarms, light-motion detectors, good locks and strong doors. Criminals, he said, take the path of least resistance. “You need to harden your- selves,” he said. He noted that using available tools for safety and security must occur be- cause JCSO lacks sufficient resources and cannot field a large number of officers. “For example,” he stated, “there are nine city officers on duty right now in Grants Pass. The sheriff’s office has two on duty for the whole county.” Noting the aspect of community involvement, Rarey said that he is “part of a team responsible for the secu- rity of the area.” He added that, “The community is in charge of its security, not me. “I am a heavily armed backup good at typing re- ports,” Rarey stated. “I will help you take matters into the criminal justice system: we all have a role.” A newly trained reserve officer might be used in the city; he’s pushing for it, he added. He also explained that citizens can use deadly force if they fear for their lives, and when the other person has an instrument that could inflict life- threatening injury. Rarey said that he sees the current efforts as an ex- periment in innovation that could become a model for the entire county. The Kerby Transfer Station is open to help you...
