Page 4 Illinois Valley News, Cave Junction, OR Wednesday, January 25, 2006 Josephine County workers OK pact On Wednesday, Jan. 18, Josephine County received “formal notice that AF- SCME Local 3694 members passed the tentatively agreed-to contract by a strong margin.” Said the county board of commissioners: “The county, its employees and union leaders in the AF- SCME bargaining unit worked together to obtain a new labor agreement. “The agreement is not only fair to both sides, but contains significant com- pensation cost controls and reduces the county’s future financial liability.” The county compensa- tion cost controls now in place include: *Elimination of the 6 percent deferred compensa- tion match; *A 2 percent reduction in wage step increases, and a four-year time extension to achieve a job’s top pay rate. *Elimination of the va- cation sell-back benefit, and reduction in the vacation accrual rate; *Reduction of 700 hours (from 900 hours to 200 hours) to the maximum number of vacation hours an employee can accumulate. *Implementation of a vacation/sick leave paid time- off benefit with unused sick leave having no cash value. In exchange for these compensation cost controls, the contract includes: *A wage increase of 1.2 percent on July 1, 2005. *A wage increase of 1.2 percent as of Jan. 1, 2006. *A cost-of-living allow- ance (COLA) increase of between 2 and percent on Jan. 1, 2007. *A vacation accrual rate that mirrors the Josephine County Sheriff’s Associa- tion union contract. *A maximum number of sick leave hours an em- ployee can accumulate in- creased to 800 hours. Employees and union leaders in the SEIU bargain- ing unit of Public Works ratified a labor contract Wednesday, Jan. 18, that is similar to the agreed-upon AFSCME contract DMV extols its e-registration program Oregon DMV’s Elec- tronic Vehicle Registration Program has made buying a car a bit more convenient for more than 80,000 cus- tomers during the past three years, said DMV. The program allows participating vehicle dealers to process customer registra- tions through DMV elec- tronically and even issue new license plates and stick- ers at the dealership when a customer buys a vehicle. Customers save time and the task of installing a plate and registration stick- ers, and removing a tempo- rary permit from their win- dow, said DMV. Dealers eliminate their use of tempo- rary permits and gain an additional convenient ser- vice to offer customers, the agency added. “I find that using EVR saves me time, errors, head- aches, and improves cus- tomer satisfaction as our customers get their plates right away,” said a title clerk at one participating dealer. “The software is easy to use, and guides me through the process,” he said. “The system has revolutionized the DMV process here.” Said DMV Administra- tor Lorna Youngs, “Additionally, the program reduces the workload at DMV, freeing employees for other tasks. Essentially, the program reduces red tape for car dealers and buyers through an effective partnership be- tween DMV and a private integration company, CVR. Dealers work though CVR to provide the service. “This is a successful ex- ample of not only public- private partnership,” said Youngs, “but also govern- ment streamlining, making services more convenient for customers while making their government more efficient.” A total of 80,771 trans- actions have been completed through Electronic Vehicle Registration, or EVR, in the three years since the pro- gram graduated from a pilot project in October 2002, DMV reported. As of October 2005, dealers performed an aver- age of 3,200 transactions per month via EVR. Nearly 124 Oregon ve- hicle dealers are participat- ing. Most are new-car deal- ers, but a few RV and mo- torcycle dealers also offer the service. George H. Nolte An Illinois Valley memo- rial service will be announced for George Henry Nolte, 92, of Cave Junction, who died Jan. 17, 2006 in a Grants Pass care facility. Donald Stevens Donald L. Stevens, 71, of Cave Junction, died Sunday, Jan. 22, 2006, at Three Rivers Community Hospital. Arrangements are pending at Illinois Valley Funeral Home. Rachel Goodman, L.M.T. GEORGE NOLTE Mr. Nolte was born on Nov. 25, 1913 in Hudson, Kan. When he was 8, his parents moved with him to Los Ange- les, where he grew up. He graduated from Manual Arts Senior High School, and while in school participated in the ROTC program. Mr. Nolte was interested in flying, and when World War II began he wanted to join the U.S. Air Force, but found that he was 6 months too old. Un- deterred, he found that he could join the Royal Canadian Air Force, and went through flight training. As a flight lieutenant, he served as an instructor for 2 1/2 years. He then transferred to the U.S. Air Force, and flew cargo planes over the “Hump,” as the Himalayan Mountains were called by flight crews.
