Methods to slow traffic in residential neighborhoods offered by organization
Each year, thousands of
neighborhoods residents --
many if them children -- are
struck and badly injured or
killed while walking or cy-
cling on streets in their own
neighborhoods.
“Many of these injuries
are caused by motorists
speeding on what were once
low-speed neighborhood
streets,” said Bill Wilkinson,
executive director at the Na-
tional Center for Bicycling &
Walking, a not-for-profit or-
ganization based in Bethe-
sada, Md.
“There is a growing
movement across the nation
to slow traffic within
neighborhoods, giving the
streets and sidewalks back to
the residents who live there”
he said.
To assist community
members who want to make
their neighborhoods more
walkable and bicycle-friendly
for residents of all ages, the
Active Living Resource Cen-
ter web site contains a num-
ber of ideas for making
neighborhoods more livable,
including how to slow traffic.
The address is: activelivingre-
sources.org.
Speeding neighborhood
traffic is not a problem lim-
ited to the United States.
David Engwicht, director of
Creative Communities Inter-
national based in Bardon,
Queensland, Australia, notes
similar problems “Down Un-
der.”
“As traffic speeds have
increased, residents have re-
treated from their streets by
not walking, not allowing
their children to walk or play
in or near the streets,” said
Engwicht. “Each step of this
psychological retreat from the
street not only has eroded the
quality of neighborhood life
and sense of community -- it
has also encouraged the traf-
fic to go even faster.”
Traffic doesn't have to
be traveling very fast in a
neighborhood to pose a real
threat to pedestrians. Studies
completed in Australia, the
United Kingdom, and the
United States have demon-
strated that a pedestrian
struck by a motorist going 20
mph has a 95 percent chance
of survival.
If the automobile is mov-
ing 30 mph, the 10 mph in-
crease decreases that chance

Many residents ask for
“Stop” signs as a way to slow
traffic, but Wilkinson noted
that this can be a mistake.
“Signs will work in some
cases, but residents in many
situations will not be happy
with the constant screeching
or brakes and engine noise as
motorists quickly stop and
then accelerate away from the
new ‘Stop’ sign,” he said.
“If your street ‘sends the
message’ that’s it’s OK to
drive fast in the area, then
you’re probably going to at-
tract motorists who simply
‘run’ the sign.”
Methods to slo w
neighborhood traffic have
become collectively known
as “traffic calming.” These
methods include inserting
miniature “traffic circles” or
roundabouts at neighborhood
intersections, narrowing
overly wide streets, and exten-
sions of sidewalk crossings
into the street at intersections -
- called “bulb outs” -- to les-
son the time pedestrians spend
crossing lanes.
In Seattle, the miniature
traffic circle has met with a
huge success. “We weren’t
sure the residential traffic
circles would be accepted,”
said Peter Lagerwey, pedes-
trian and bicycle coordinator
for metropolitan Seattle.
“We installed a few tem-
porary traffic circles,” he
said.” Residents like them so
much that we had to start a
waiting list.”
