Page 4 Illinois Valley News, Cave Junction, OR Wednesday, March 23, 2005 IVFD looks at beefing up burn permit ordinance (Continued from page 1) Sandra Ybarra A funeral service for former Illinois Valley resi- dent Sandra Ybarra, who turned 53 on March 10, and who died on March 17, 2005 in Boise, Idaho, was held Tuesday, March 22 at SANDRA YBARRA Cloverdale Funeral Home in Boise. Mrs. Ybarra is the daughter of Grover Dale and Beverly Louise Mayfield, of Cave Junction. She graduated from Illinois Valley High School in 1970, and in 1974 from Southern Oregon University at Ashland with an associ- ate’s degree in nursing and a bachelor of science degree in psychology. In 1984 she returned to school, graduating in 1986 from National University with a master’s degree in counseling and psychology. She met her husband, Guy, in 1978, while she was employed as a registered nurse at the Naval Regional Medical Center at Camp Pendleton, Calif. in San Diego County. He invited her in 1987 to visit him in Erlangen, Germany, where he was with the U.S. Army. She relocated to Erlan- gen in 1988, and they were married at Lake Tahoe, Calif. on May 17, 1989. After his discharge from the military, they moved to Florida in November 1989, but subsequently moved to California when informed that they were expecting the birth of a child. The family moved in 1997 to Boise because of Guy’s job. Mrs. Ybarra con- tinued her employment as a psychiatric nurse. She later accepted roles as director of nursing for the Senior Nurs- ing Facility of West Valley Medical Center; and later, director of nursing for Inter- OSU bequest A longtime animal lover and businesswoman, who died in August 2004, has left Oregon State University at Corvallis a $21 million be- quest to benefit OSU’s growing College of Veteri- nary Medicine. It is the second largest donation in OSU’s history. The late Lois Bates Acheson, a 1937 OSU graduate who made the gift, was the owner a Washing- ton state-British Columbia ferry service. She had a life- long interest in animals and created an endowed scholar- ship fund for OSU veteri- nary students 25 years ago. Her battle with cancer demanded that she step down as director of nursing, but she continued to work as a psychiatric nurse until No- vember 2004, refusing to surrender to the disease overtaking her. Besides her parents, Mrs. Ybarra is survived by her husband, Guy Ybarra; and daughter, Michelle Marie Ybarra, both of Boise; her siblings, Kathi Day, of Riverside, Calif., Dayle Cox, of Tallahassee, Fla., Linda Hartmann, of Malin, Ore., Kelly Coryell, of Boise, Robert Mayfield, of Lake Oswego, Ore., Jody Mayfield, of Mesa, Ariz., Lore Hancock, of Canyon- ville, Ore., and Marti Rising, of Las Vegas, Nev.; and 32 nieces and nephews. In lieu of flowers, the family requests memorial donations to a cancer society of the donor’s choice. Deborah Lee Seney A memorial service for Cave Junction resident Deb- orah Lee Seney, 53, who died at home Saturday, March 12, 2005, was sheld Friday, March 18 at Clausen’s Illinois Valley Funeral Home Chapel. Mrs. Seney was born Jan. 7, 1952 in Albany, N.Y. She moved to Illinois Valley in 1990 from California. She enjoyed gardening, and loved music and her family. She is survived by two daughters, Rachael Dudley, of Cave Junction, and Serena Cappiello, of Schenectady, N.Y.; four brothers, Robert Seney, and Matthew Seney, both of Rensselaer, N.Y., Daniel Seney, of East Greenbush, N.Y., and James Seney, of Kenmore, N.Y.; five sisters, Laurie Anderson, of River- side, Calif., Melissa Seney, Melinda Seney and Marga- ret Mackey, all of Rensse- laer, and Amy Seney, of East Greenbush; and three grandchildren. I am going to rec- ommend to the board that upon finding violators that are blatant, that a citation be issued,” he said. When the draft of the new policy is complete, and if approved by the board, Rich said that citations could be issued by himself, Schaeffer or Deputy Chief Jeff Gavlik. “DEQ is out here (regularly) wandering the roads,” said Rich. “If they see a column of something, they know their columns well and know what the smell is. If they get there before we do, or even at the same time, these people stand to suffer a fine under (current Oregon Statutes) and DEQ regulations. It’s $10,000 a day until that pro- ject is cleaned up.” Rich clarified, “We are the lesser of evils here. But there are still certain criteria that I have no choice but to follow and notify DEQ. “I have been working on the document for the last 10-12 days and have rewrit- ten it three times. I have passed it on to Ken Jones (IVFD legal counsel) for his interpretation and input. They have all of the policies in hand and will review it and let me know if we’re on target or not,” said Rich. The burn permit ordi- nance Rich will propose to the board will identify spe- cifics which IVFD person- nel will use to determine if a citation is warranted. The public should note the following before burning waste material: *Permits will be valid for burning debris, slash or land clearing and construction sites material. *It is illegal to burn plas- tic, garbage, wire insulation, automobile parts, asphalt, pe- troleum products, rubber prod- ucts, or animal remains or vegetable matter which nor- mally emit dense smoke or noxious odors. *Burning must be con- ducted under constant supervi- sion of a person capable of taking action (if needed). *A charged garden hose, or shovel and rake are required. *Burning is allowed dur- ing daylight hours only. The permitted must ensure that the fire has burned down or is ex- tinguished prior to nightfall. *Fire must be extin- guished if conditions develop which would cause it to spread or cause reasonable smoke complaints from neighbors. *No burning is allowed during fire season. *Permits are required for burn piles greater in diameter than 4-feet and more than 3- feet in height. *A permit must be avail- able at the burn site.
