announce wedding plan
Former Illinois Valley
area resident LesLee
Bickford, and Michael Span-
genberg, of Minneapolis,
Minn., both now living in
Philadelphia, announce their
engagement and forthcoming
wedding.
The bride-elect is the
daughter of Gary Bickford, of
Vancouver, Wash., and Deb-
bie Daly, of Walla Walla,
Wash. LesLee is the grand-
daughter of George Bickford,
and Ruth and the late Bill
Raymond, all of Cave Junc-
tion.
The bride-elect is a 2003
graduate of Western Wash-
ington University, where she
received a bachelor’s degree
in political science.
She will receive a mas-
ter’s degree in education from
St. Joseph’s University in
Philadelphia on May 15.
The bridegroom-elect is
a 2003 graduate of University
of Connecticut, where he
received bachelor’s degrees
in political science and his-
tory.
He currently is enrolled
at University of Pennsyl-
vania, pursuing a master’s
degree in education.
Both are employed by
the Philadelphia School Dis-
trict. She teaches sixth grade
math and science. He is a
high school English teacher.
The couple is completing
their second and final year as
corps members for the Teach
for America program.
An Aug. 13, 2005 wed-
ding in Walla Walla is
planned.
The “y” in signs reading
“ye olde” is properly pro-
nounced with a “th” sound,
not “y.” The “th” sound
does not exist in Latin, so
ancient Roman-occupied
(present day) England used
the rune “thorn” to represent
“th” sounds. With the ad-

DEQ fines during 2004 totaled $1.7 million
A total of 148 penalties
with $1,742,512 in fines
were issued during 2004 by
Oregon Dept. of Environ-
mental Quality (DEQ).
That compares to 143
penalties during 2003 for a
total $1,840,317.
During December, DEQ
issued 16 penalties totaling
$181,087. More than half, a
$120,120 penalty, was is-
sued against Mid-
Willamette Pre-cut Inc. for
“numerous solid-waste vio-
lations at its Scio facility.”
DEQ said that it learned
about the violations during a
hazardous waste inspection
of the sawmill operation last
year. The company is ap-
pealing the penalty and a
compliance order.
There were no DEQ
penalties during December
in Josephine County. In
Curry County, in Brookings,
Bruce Brothers Inc. was
fined $478 for illegal open
burning of construction and
demolition waste.
In Douglas County,
Douglas Thomson Sr. was
fined $2,092 for discharging
sewage from a septic tank
into a drainage ditch leading
to South Myrtle Creek,
DEQ reported.

State boating fatalities down
The number of Oregon
recreational boating fatali-
ties in 2004 was one of the
lowest, with eight fatalities
occurring on the state’s wa-
terways, said the Oregon
Marine Board (OMB).
Said OMB, “This low
number is eclipsed only by
the seven-fatality year of
1990. This low number
comes despite an average
year of boating activity and
strong ocean fisheries.”
Of the eight fatalities,
five victims were not wear-
ing life jackets.
“This number again
demonstrates how effective
life jackets are at saving
lives,” said Paul Donheff-
ner, OMB director. “It’s
good news to have a low
number of fatalities; unfor-
tunately, five of the eight
deaths could have been pre-
vented if the persons were

Eight overall fatalities is
below the 10-year average
of 15. During 2003, there
were 18 fatalities; 16 fatali-
ties in 2002 and 14 fatalities
each in 2000 and 2001.
“It’s hard to say why
there are fewer deaths last
year, said Donheffner. “A
nice thought is that our ef-
forts in educating people on
the importance of wearing a
life jacket and the increased
awareness on safety because
of the boater education card
have made a difference.”
