Skar added that the
project “would like to
know (by Tuesday, July
13) if your company will
make a commitment to not
log the proposed Siskiyou
Wild Rivers National Con-
servation Area, including
any timber sales as part of
the Biscuit Post-Fire Re-
covery Project.”
Subsequently, an attor-
ney engaged by American
Forest Resource Council
(AFCR) responded on July
13 in a letter to Western
Environmental Law Center
(WELC) representatives
in Boise, Idaho and
Eugene, Ore.
“AFRC and its mem-
bers wanted to see the Bis-
cuit Project Area ecosys-
tem restored, forests re-
planted and dying timber
salvaged,” wrote Scott W.
Horngren, of Haglund Kel-
ley Horngren Jones LLP in
Portland. He wrote in part:
“The letter (from
Siskiyou Project) questions
whether the companies
(mills) are committed to
environmental responsibil-
ity in Southern Oregon.
“The members have
participated in cooperative
fish habitat restoration pro-
jects and have rapidly re-
forested other private lands
burned by wildfire.
“AFRC believes the
forest service must do
more to restore the forest
in the Biscuit area and has
filed a lawsuit to that end.
“The content of the
complaint can be used by
your clients in their
‘education’ effort so the
public is aware of the com-
plete story, including the
fact that reforestation is
not occurring on any wil-
derness land and most of
the forestland that has
burned outside wilderness.
“While your clients
certainly have 1st Amend-
ment rights to ‘educate’
the public about restoration
and salvage of the Biscuit
Fire, we trust that this does
not extend to vandalizing
logging equipment or ob-
structing lawful operations
of member companies ac-
tivities in implementing
the Biscuit Recovery Pro-
ject.”
Horngren concluded
by asking WELC to for-
ward the letter to Skar. He
also asked that WELC’s
clients “not contact AFRC
or its members directly”
because of current litiga-
tion.
The Southwest Oregon
Provincial Advisory Com-
mittee will meet Tuesday,
July 27 at the Rogue
River-Siskiyou National
Forest’s I.V. Ranger Dis-
trict in Cave Junction.
The meeting will begin
at 9 a.m. and will include
updates from working
groups, a report on a May
monitoring field review,
and a presentation from
Oregon Caves National
Monument.
There also will be an
update on interagency fire
management plans.
The open public forum
will begin at 11:30 a.m.
with a four-minute limita-
tion per individual presen-
tation. Written comments
may be submitted prior to
the meeting.
Provincial advisory
committees were estab-
lished under the Northwest
Forest Plan (NFP) to pro-
vide advice and recom-
mendations to provincial
interagency executive
committees on implemen-
tation of forest manage-
ment activities under NFP.
