Biscuit Fire final statement
‘Dangerous days’ safety tips listed

“The 101 days be-
tween Memorial Day and
Labor Day are the deadli-
est days on the road in our
nation,” said Sheriff Dave
Daniel of the Josephine
County Sheriff’s Office.
“There will be fatal
crashes and more teen-
agers and children killed
on our roads during this
time than any other time of
the year,” said Daniel.
Statistics show that
13,000 Americans will die
and more than 850,000
will be injured during this
time frame. Major contrib-
uting factors:
*Improper use or no
use of seatbelts - “We
know that 75 percent of
child safety seats are im-
properly installed, and 20
percent of adult drivers
don’t buckle up,” said
Daniel. “Buckle up your-
self and make sure your
children’s child safety
seats are properly installed
and appropriate to their
size.”
*Alcohol use - “Nearly
a third of teen-age drivers
killed on the road had been
drinking,” said the sheriff.
“Never drink and drive,
and do your best to stay off
the road between midnight
and 3 a.m., which is the
time you are most likely to
encounter a drunken

In announcing details
of the Biscuit Final Envi-
ronmental Impact State-
ment (FEIS), forest official
Scott Conroy said, “Our
proposal is an investment
in the land and people.
“We are investing in
growing trees; restoring
fire to its natural role in the
forest; protecting commu-
nities and old-growth from
wildfire; and capturing
opportunities to provide
jobs and wood for Amer-
ica,” said Conroy, supervi-
sor for the Rogue River-
Siskiyou National Forest.
“This recovery plan,”
he said, affecting 4 percent
of the project area,
“provides opportunities for
all — including those who
seek solitude; clean, clear
water; and abundant wild-
life and jobs.”
Greenpeace claims that
the public has been left out
of the planning, although
some 23,000 letters were
received on the Draft EIS
and a community forum
was held in Cave Junction.
The comments and
fieldwork, said Conroy,
resulted in changes be-
tween the draft and the
FEIS, “including reduced
salvage acres, reduced tim-
ber volumes and additional
analysis.”
The FEIS preferred
alternative “protects com-
munities and habitats by
building 300 miles of fuel
management zones; refor-
esting 31,000 acres; restor-
ing 700 acres of meadows;
implementing 83,000 acres
of prescribed burns; and
completing 70 miles of
road work.” The latter in-
cludes closure, decommis-
sioning and stabilization.
The proposal calls for
removing 370 million
board feet of fire-killed
wood, enough to build
24,000 homes.
Helicopters will be
used to minimize effects,
and to reduce temporary
road construction (5
miles). No permanent
roads will be built, said the
forest service.
The Biscuit Fire began
on July 13, 2002 due to
lightning. It was declared
under control on Nov. 8
after burning through
nearly 500,000 acres of
wildland, including most
of the Kalmiopsis Wilder-
ness.
At the peak of the fire,
some 7,000 firefighters
and support personnel
were involved. The entire
Illinois Valley was placed
on a 30-minute evacuation
notice, although it was not
necessary to enforce it, as
what many regard as a
providential wind blew
threatening flames away
from the valley.
The “rescue station”
announced by Greenpeace
is to serve as an education
center and campaign hub.
The organization is calling
for a moratorium on log-
ging federal forestland.
Besides Greenpeace,
there is undocumented in-
formation that Earth First!,
which has been in Illinois
Valley in years past, also
will be involved in some
sort of demonstrations dur-
ing the next several
months.
Greenpeace said that,
“This area is representative
of the Bush rollback of
environmental policies.”
The forest service and
BLM will prepare and sign
separate Records of Deci-
sions (RODs) for the lands
they administer. The
RODs will be issued after
the official notice of avail-
ability of the FEIS is pub-
lished in the “Federal Reg-
ister” on Friday, June 4.
The Biscuit Fire com-
prises one of Oregon’s
largest fires in recorded
history. Besides burning in
S.W. Oregon (467,702
acres), it burned through
23,235 acres of Six Rivers
National Forest in border-
ing California; and 9,028
acres of land administered
by BLM’s Medford Dis-
trict.
In connection with the
FEIS, Conroy requested an
Emergency Situation De-
termination for the salvage
portion of the project. If
granted, there will be a 30-
day period between the
FEIS and RODs, “and then
salvage may be imple-
mented immediately after
the decisions are signed.”
The forest service said
that it will issue three
RODs, segregated on the
basis of different manage-
ment objectives.
The proposal an-
nounced on Tuesday
“supports consideration of
64,000 acres of land adja-
cent to the Kalmiopsis
Wilderness for their out-
standing wilderness char-
acter.”
Clothes dryer
hazard noted
For safety’s sake,

sumer Products Safety
Commission that “dryers
are associated with more
than 15,000 fires each year
that result in property dam-
age, injury” and can result
in death.

Neglected maintenance
accounts for 2,600 deaths
annually. The biggest cul-
prit is under-inflated or
over-inflated tires. “Keep
your vehicle in good repair
and check your tire pres-
sures every time you get
fuel.”
*Distractions - More
than 1.5 million reported
crashes involve some kind
of driver distractions.

distractions are eating,
talking on cell phones and
reading.
