Illinois Valley News, Cave Junction, OR Wednesday, September 10, 2003 Page 4 Dora Milner Dora Milner, 86, of Kerby died on Aug. 29, 2003 at her granddaugh- ter’s home in Grants Pass. Graveside services were held on Friday, Sept. 5 at Laurel Cemetery in Cave Junction. The eulogy was provided by family and friends. Hull & Hull Funeral Directors was in charge of arrangements. Mrs. Milner was born on June 6, 1917 in Boul- der, Mont. On Sept. 17, 1936 she married Robert S. Milner, who preceded her in death in 1975, in Rose- burg. The couple moved to Kerby in 1940 where they raised their children. She moved to Grants Pass this year. She is survived by five sons, Jim Milner of Cave Junction, Tom Milner of Bremerton, Wash., Hank and Jack Milner, both of Klamath Falls, and Mike Milner of Kerby; three daughters, Sharon Kern of Kerby, Roxie McCoy of Central Point and Debbie Meyer of Cave Junction; many grandchildren, great- grandchildren and great- great-grandchildren. She was preceded in death by her son, Robert T. In the readings we will see the comparison of Moses making a bronze serpent and mounting it on a pole so that when anyone who ad been bitten by a serpent looked at it he would live, and the lifting up of the Son of Man on a cross so that the world might be saved through Him. The old and new testa- ments contain many simi- lar stories with extremely profound messages embed- ded in them for us to pon- der and take to heart on our journey to salvation. The $95,000 award brings the total funding for the RLF to $255,000, $40,000 of which was CRT funds and the remain- der from USDA. Begun in June 2000, the RLF has granted 33 loans, 10 of which have been paid off. The purpose of the RLF, which is ad- ministered by a separate volunteer loan board, is to make small-interest loans available to area entrepre- neurs, who otherwise would not qualify for credit from other sources. Loans can be used to expand existing businesses or to establish new busi- nesses. The maximum loan amount has been raised by $10,000 and the maximum loan period is 10 years. Currently, the annual inter- est rate is 5 percent. To apply, there is a simple loan application that has to be filled out. After the applications are submitted, they are re- viewed by CRT staff. An orientation meeting is held where applicants can present their business ideas and get feedback from other applicants as well as written comments from CRT staff. Assistance in prepar- ing financial projections is available. The next step is to appear before the loan board and make a presen- tation on the business and the loan request. Following a question- and-answer session, the loan board makes its delib- erations. If positive, a credit check is made on the appli- cant. Previous credit prob- lems do not automatically disqualify an applicant. The way in which the debt was handled is taken into consideration. If the appli- cant has had a bankruptcy, an explanation must be given, and there must be two years without credit problems following the bankruptcy. Because it is a revolv- ing loan fund -- meaning that loans have to be repaid so that new loans can be made -- the loan board is very careful in only ap- proving loans it believes will be repaid. However, the board does keep in mind its mis- sion of serving entrepre- neurs who otherwise would not qualify for more formal conventional fi- nancing and tries to be flexible in assessing appli- cations. Loan applications are accepted four times a year. The deadline for submis- sion of the next round of applications is Oct. 8. Applications are avail- able at the CRT office, I.V. They have already jumped into things with an orientation session focused on the sustainability chal- lenge and have attended their first board meeting. To help with the tran- sition into the type of or- ganization that can con- tinue to serve the valley after the end of the Enter- prise Community designa- tion, Mary Ward has been hired through a Ford Insti- tute grant to consult with the board. Ward has exten- sive experience in working with non-profit organiza- tions. There is still no word on the 10-year contract for the Oregon Caves National Monument concession. The National Park Service Review Committee has met, and its decision could come any time. With two months left in the season, sales projec- tions for the year have al- ready been met. There has been an increase in the consignment sales from area artists and crafters, and in purchases by the Oregon Caves Outfitters of wine, beer, and produce for the dining room. An Employee Appre- ciation Day was held last week to thank the staff for its hard work this season. In reading guest com- ments, visitors continue to note their appreciation of the hospitality and friendli- ness of the staff.
