day, Sept. 16 from 6:30 to 7:30 p.m.

Commerce will sponsor the first Fund-raiser Golf

fee includes 18 holes of golf, lunch, a beverage and

Court rules BPA treated fish fairly
The 9th Circuit Court
of Appeals has affirmed
that the Bonneville Power
Administration (BPA) pro-
vided equitable treatment
to fish and wildlife while
responding to the power
crisis on the West Coast in
2001.
The decision marks the
second time in recent
weeks that the court has
affirmed steps BPA took to
manage through severe
drought and market up-
heavals two years ago.
Two weeks ago the court
upheld agreements be-
tween BPA and its indus-
trial customers that re-
duced the amount of power
BPA would sell these cus-
tomers during the shortage.
In upholding BPA’s
actions, Judge J. Clifford
Wallace quoted exten-
sively from the agency’s
2001 decision document,
that demonstrated the
scope of the actions taken
by BPA to provide equita-
ble treatment to fish.

Sept. 29.

RCC faculty
sign contract
for three years
Rogue Community
College (RCC) faculty
signed a three-year con-
tract recently, agreeing to a
one-year salary freeze that
will save $350,000.
The agreement be-
tween the RCC Education
Association (RCCEA) and
the college also sets the
number of contract days in
2003-04 at 177, a reduc-
tion of five days.
The college had faced
a $2.6 million revenue re-
duction in state funding
over the next two years.
An additional $1.2 million
in Public Employees Re-
tirement System (PERS)
expenses also affected the
college’s budget.
To balance the budget,
the college increased tui-
tion and fees, reduced pro-
grams, personnel and ex-
penditures, and obtained
greater operating efficien-
cies. Managers’ salaries
were also frozen in 2003-
04 and the classified em-
p l o ye e s ’ a s s o c i a t i o n
agreed to a salary freeze.
The new contract gives
all eligible faculty mem-
bers a step increase in
January 2004. It sets the
top step of the salary
schedule in ‘04-05 at the
state average, between
$61,300-$63,418 with 177
contract days. In ‘05-06,
the intent is to continue the
top step and number of
contract days at the state
average.
It also provides a new
tiered-rate group health
insurance plan, with
RCC’s premium share
capped at six percent.
