Illinois Valley News, Cave Junction, OR Wednesday, September 10, 2003 Oregon gamblers seek addiction aid Thousands of Oregonians are seeking gambling addiction services, according to the Oregon Dept. of Human Services (DHS). Oregon has the nation’s highest recorded rate of persons seeking help for a gam- bling problem in the nation, said Jeffrey Marotta, DHS p ro b l e m gambling services manager. Enrollment in state-sponsored gambling addiction treatment pro- grams grew from 2,323 in 1999- 2001 to 3,432 in 2001-03, reflecting a 48 percent in- crease. “Considering how reluctan t problem gamblers are to seek help, it is gratifying to see so many gamblers place their bet on treatment,” Ma- rotta said. “It is a good bet, about 75 percent of the peo- ple who enter our programs resolve their gambling problem, improve their life, their family's security, and their commu- nity’s health.” The large in- crease in gambling treatment is be- lieved to be due to the success Oregon is having in ad- dressing the issue, marotta said. Oregon, which has received na- tional and interna- tional recognition, has been cited as a model state in its efforts to stem the tide of problem gambling. DHS, the Ore- gon Lottery and county govern- ments have worked collaboratively to address gambling problems. The 2003-05 budget provides DHS with $5.6 million in lottery funds for problem gambling treat- ment and preven- tion services. Marotta said those funds will be used to help Ore- gon strike a bal- ance b e t we e n maximizing the benefits of state- operated gambling with minimizing the costs. Proposed ODA rule to change regarding pesticide usage The Oregon Dept. of Agricul- ture (ODA) is pro- posing to amend administrative rules dealing with the pesticide use reporting system (PURS) to reflect the lack of funding to provide a fully developed system. The proposed amendment states that ODA will not take enforcement action against those who fail to report their pesti- cide use for 2002, 2003, and any other year in which insufficient funds are available to provide a fully ef- fective means for pesticide users to report. A public hear- ing is scheduled later this month to receive testimony on the proposal. Oregon still requires pesticide use reporting. However, due to difficulties in fund- ing development of a complete pesti- cide use reporting s ys t e m , ODA adopted a tempo- rary rule in April that stated the de- partment would not take enforce- ment action against those who missed the deadline for 2002 reporting. That tempo- rary rule will ex- pire on Oct. 18. Also, no fund- ing has been pro- vided to continue a temporary report- ing system which had been available from January 2002 to June 2003. No system is currently available to file pesticide use re- ports with ODA. The proposed rule change on PURS enforcement will be the subject of a public hearing scheduled for Sept. 23 in Salem.
