once successful attempt to
beautify our town, but it
did not last. One person
could not continue such
labor for long, especially at
my age.
For several years I had
attempted to get hanging
baskets of flowers installed
along the highway, espe-
cially during the Wild
Blackberry Festival and
keeping them there
through the I.V. Lion’s
Labor Day Festivities, but
there were no volunteers to
help, and neither the city
of Cave Junction nor the
county thought their public
works should be doing
something that was more
the responsibility of the
overworked Chamber of
Commerce.
I realize that money
was tight then, and it is
even harder to come by
today, and we should not
be knocking ourselves be-
cause we can’t catch up
with the “Joneses.” Use
Grants Pass for the
Joneses. Their baskets
along Sixth Street and Sev-
enth Street are gorgeous,
constructed by a nursery
and maintained by a land-
scape entity and are paid
for by the city of Grants
Pass and downtown devel-
opment funds.
We have no such com-
parable organization in our
area that could take on
such a challenge. One day,
hopefully, we will be able
to get organized with some
volunteers to work along
with the city to make out
town more visually attrac-
tive with new, sustainable,
shade giving trees, shrubs
and lots of flowers.
‘Property seizure’

The world is full of
surprises, but none more so
than reading recently that
Measure 3 was overturned
by the courts.
You remember Meas-
ure 3 don’t you? That’s
where Oregonians voted in
the 2000 election to de-
mand that police arrest and
convict before they confis-
cate your property/assets.
Before the passage of
Measure 3 all the police
needed to take your prop-
erty was “probably cause/
suspicion of a crime in-
volving a controlled sub-
stance. Conviction of the
crime was not necessary.
Most Americans have
always felt that we were
guaranteed “presumed in-
nocent until proven guilty
in a court of law.” Our
constitution gave us that
Emily G. Hooey
Emily G. Hooey, 88,
of Cave Junction, died on
Sunday, July 27, 2003 at
an area nursing home. Me-
morial services will be
held at 10:30 a.m. on Sat-
urday, Aug. 2 at Bridge-
view Community Church.
Mrs. Hooey was born
on Dec. 26, 1914 in Seat-
tle, Wash. She married
Norman Hooey on March
10, 1934 in Seattle. They
moved to Cave Junction in
1946. They raised three
sons. She was a member of
Bridgeview Community
Church.
In addition to her hus-
band, survivors include
three sons, Ted Hooey of
Starkey, Steve Hooey of
Cave Junction and Norm
Hooey of Medford, eight
grandchildren and seven
great-grandchildren.

Without being arrested,
tried or convicted of any-
thing, my property was
seized. I am still trying to
get it back.
Many police agencies
use the forfeiture laws to
increase their bottom line
and some have abused that
process. Measure 3 asked
the question, “Should the
police have a financial
stake in law enforcement?”
The answer was a resound-
ing “no” by the voters in
Oregon.
It was a breath of fresh
air when I recently read an
article in the Medford
“Mail Tribune” that our
new Sheriff, Mike Winters,
was quoted as being very
careful about the public’s
civil rights, especially
when it involves forfeiture
of assets. Winters states
that property will not be
seized unless there is an
arrest and conviction.
Jackson County law en-
forcement seems to finally
be headed in the right di-
rection.

dom to propose a ban on
the sale of fireworks in the
Illinois Valley.
And a question mark
to the board that quickly
tabled the proposal - fur-
ther study?
How many more
homes need to be burned
before the need for the ban
is considered.
The ban will not to-
tally eliminate the use of
explosive devices that a
few irresponsible people
will continue to set off, but
it will remove much temp-
tation for the younger
crowd.
Haven’t the citizens of
the valley already experi-
ence a major fire lesson?
We don’t need any
more.

died last May.

plished Bible scholar and

His wife, Linda Ander-
son is an accomplished
pianist and vocalist who
