NEW MIDDLE SCHOOL RISING - Construction of a new and
improved Lorna Byrne Middle School is ahead of schedule
and under-budget, according to a recent report to the Three
Rivers School District Board of Directors. This view, from the

OLCC goal
If a prom, school skip day,
or graduation party involves
alcohol, the Oregon Liquor
Control Commission (OLCC)
hopes to place a stopper be-
fore any drinking begins.
That way students can
have a safer and healthier
spring and summer, said
Linda Ignowski, OLCC regu-
latory director. It's serious
business, she added, because
alcohol-related accidents are
the leading cause of teen-age
deaths.
The agency recently
mailed 702 letters to enlist
support from high and middle
school principals, alcohol
wholesalers, and the Oregon
Limousine and Transportation
Association. Hotels and mo-
tels that host proms and other
teen-age activities are also
participating.
OLCC is seeking dates of
school proms, parties, gradua-
tion and other spring events to
share with its regional offices,
local law enforcement agen-
cies and major hotels. That
way, it'll be aware of the dates
and be prepared if alcohol-
related parties occur.
This approach has been
very successful in past years,
said Ignowski.
"If we learn of an alcohol-
related party, we'll try to stop
it before it starts by contacting
the sponsor, parents, or prop-
erty owner and explaining the
laws and rules," Ignowski
said. "It's illegal for someone
in control of a house, apart-
ment or other property to
knowingly allow a minor to
drink alcohol on the property."
Because limousines are
popular with students for
proms and graduation, OLCC
has asked limo drivers to curb
any backseat drinking by un-
derage customers. A letter to
the limo association cited laws
that prohibit furnishing alco-
hol or allowing minors to
drink in the vehicle.
OLCC and Oregon Beer
and Wine Distributors Asso-
ciation have asked 100 whole-
salers to tightly monitor keg
sales during prom and gradua-
tion time, and to refuse the
sale if they believe the kegs
are going to minors.
"We all want to do every-
thing we can to protect the
health and safety of our young
people," Ignowski told the
wholesalers. "This is one way
we can work together," she
said.
She urged people who
know of plans for an under-
age drinking party to report it
to OLCC at (800) 452-6522 or
call local authorities to "stop
the party before it begins."

new facility on June 11, said Principal Peter Maluk. He led the
