The co-chairmen’s budget, re- leased by Co-Chairmen Sen. Kurt Schrader (D-Canby) and Miller, and Vice Chairman Sen. Steve Harper (R-Klamath Falls) provides a total General Fund and Lottery Fund budget for the 2003-05 Biennium of $11.23 billion, including nearly $5 billion for schools. “This is a balanced budget plan,” said Miller, “that meets our constitutional obligation to provide for schools, public safety and public health, within our exist- ing resources. Said Minnis, “I applaud Sen. Schrader, Rep. Miller, Sen. Harper and the entire Joint Ways and Means Com- mittee for the balanced, bi- partisan and thoughtful plan they have developed. While this budget presents chal- lenges, the co-chairmen have shown that we can live within our means. This is the next step in the budget process, but certainly not the last, as the Legislature continues to refine this plan in consultation with the governor.” Knopp added, “The co- Chairmen’s budget highlights the critical importance of re- forming PERS this session, as it will allow the Legislature to redirect at least $160 million in savings back into schools, health care, public safety and other critical services for Ore- gonians.
