Illinois Valley News, Cave Junction, OR Wednesday, April 2, 2003 Page 12 Privacy notice gives patients more control Oregonians will soon have more say over what happens to their private health informa- tion. More than 500,000 Ore- gonians served by the Oregon Dept. of Human Services (DHS) statewide will be mailed privacy notices in early April, detailing new sweeping protections over the privacy of their health records. To save postage, this information will be inserted into regular health card mailings that go to af- fected clients. The protections are a re- sult of the Health Insurance Portability and Accountability Act (HIPAA). The privacy portion of the federal law be- comes effective nationwide April 14. The act, passed by Con- gress, is the first comprehen- sive federal protection of pa- tient privacy. It affects the entire health care industry— hospitals, doctors’ offices, health plans, government, and others. DHS is also covered by the new law. The new law empowers individuals by guaranteeing them access to their health records. It also gives them more control over how the information is used and dis- closed and provides clear re- course if this information is compromised. DHS has devel- oped new forms and policies to ensure these protections. For example, clients will now be asked to give specific authorization before entities, such as DHS, could use or disclose their health informa- tion in most non-routine cir- cumstances. The law mandates clients be provided with a written notice of DHS privacy prac- tices and client privacy rights. For more information phone (503) 945-5780.
