OLCC alcohol impact areas a possibility
The Oregon Liquor Commis-
sion (OLCC) is taking steps to
make it easier for cities to establish
alcohol impact zones and take more
control over areas with street drink-
ing, public intoxication and other
alcohol/related problems.
The commission has initiated
rule making to amend OAR 845-
005-0303, which delineates how the
commission designates an alcohol
impact area and sets uniform limita-
tions and requirements within it.
An advisory committee meeting
is set for Jan. 23 to look into simpli-
fying the present rule, reducing the
paperwork burden on local govern-
ments and lowering a 300,000-
population threshold so cities
smaller than Portland can set up
alcohol impact zones. Astoria and
Springfield have expressed interest
in impact zones.
Under the impact area rule,
OLCC may work with cities to set
up areas in which alcohol sales and
service hours -- and in some cases,
new liquor outlets -- are limited.
For example, fortified wines, large-
sized or single container sales of
malt beverages and other products
could be prohibited in an alcohol
impact area.
Or, businesses may be required
to stop selling alcohol earlier than
the 2:30 a.m. cutoff time.
Currently, cities must undertake
a lengthy, complicated process to

establish an impact area, which in-
cludes first seeking voluntary ef-
forts from liquor licensees to reduce
drinking-related problems before
requesting establishment of an alco-
hol impact zone.
The city of Portland has created
several local alcohol impact zones,
and is about ready to petition the
OLCC for an alcohol impact area in
the Kenton neighborhood under
OAR 845-005-03030.
The process has taken many
months -- and many meetings --
and that’s one reason why liquor
commissioners and city representa-
tives feel the process may need
streamlining.
