will receive
school fund
The Division of State
Lands (DSL) was to distribute
approximately $25 million
from the Common School
Fund, (CSF), at the end of
December 2002, including a
one-time supplemental distri-
bution of $17.7 million for use
by K-12 public schools.
Josephine County -- with
a population of 16,733 -- will
receive $511,770.71.
The supplemental distri-
bution was ordered earlier this
year by the third special ses-
sion of the Legislature. The
funds will come from revenue
deposited in the CSF during
the past 50 years from activi-
ties such as waterway leases,
permit fees and fines.
The remaining $7.3 mil-
lion allocation comes from
earnings on the CSF. County
treasurers will forward the
funds to school districts within
two weeks of receipt.
DSL distributed $7.8 mil-
lion from the CSF for schools
in June. By law, the funds are
dedicated to “support and
maintenance of common
schools in each school dis-
trict.” County population ages
4-20 determine each county’s
share of earnings, said DSL.
The Oregon Constitution
established the State Land
Board (SLB) as trustee of the
CSF. DSL is the administra-
tive agency of the SLB, com-
posed of the governor, secre-
tary of state, and state treas-
urer.
At statehood, the federal
government granted Oregon
roughly 6 percent of the new
state’s land for the use of
schools. The Constitution
dedicated the school lands and
their mineral, timber and other
resources to CSF.
The state treasurer and
Oregon Investment Council
invest in the fund. Fund values
in recent years have ranged
from $600 million to $800
million, depending on market
conditions.
Twice a year, earnings
from investments are distrib-
uted to counties for the sup-
port of schools according to a
formula established by SLB.
