Republicans goal to revive the economy Concluding their three-day retreat in Tigard late last week, Oregon House Re- publicans discussed their caucus agenda and goals for the coming 2003 legisla- tive session, focusing on reviving the state economy. Factors include job creation, reform- ing and stabilizing the Public Employee Retirement System (PERS) and provid- ing stable funding for quality public educa- tion. “Our members’ priority is to get Ore- gonians working again,” said Speaker- elect Karen Minnis (R-Wood Village). “The key to sta- bilizing our state’s budget and building a better, more prosper- ous Oregon is a strong economy cre- ating family wage jobs throughout the state,” she said. “We’re looking for- ward to working with our new governor to put Oregon back to work and on the right track again.” The best example of the state’s high costs and budget problems is PERS. With an unfunded balance of $15.7 bil- lion, PERS threatens the long-term fiscal health of not just the state, but counties, cities, school- and fire-districts across the state, Republicans said. “Clearly we need to re-examine the budgeting process and only authorize spending for what we can afford,” said Ma- jority Leader-elect Tim Knopp (R- Bend). “Oregonians expect their govern- ment to live within its means. Restoring accountability in state government is essen- tial to restoring the public’s trust in the Legislature’s ability to manage taxpayers’ dollars. “To restore that trust, House Republi- cans will begin the next session focused on laying a firm foundation for an improved economy,” Knopp said. “By re- forming PERS and making sure our schools have the tools necessary for Oregon students to excel, we can restore confi- dence in our state and our schools, which are vital to our fu- ture.” There’s a fungus among us, so says OSU, in fact there’s not one, but two New research has shown that a fungal pathogen that is caus- ing the Swiss needle cast epidemic in Northwest forests is present in two forms -- and one form of the fungus may be more virulent and damag- ing that the other. Scientists work- ing with the Swiss Needle Cast Coop- erative at Oregon State University (OSU) presented in- formation that the fungus causing the disease exists as two distinct genetic line- ages. Continuing re- search will determine the implications of this for needle loss, reduced growth and tree death, said OSU. At least one of the fungal lineages has a worldwide dis- tribution due to its movement on Doug- las Fir nursery stock. So far the second lineage, which may cause the more severe damage, has been found only in the Oregon Coast Range, and it’s not yet clear whether or not it also occurs elsewhere, said OSU. Large forest areas of Western Oregon and Washington are suffering from this disease, with the newest surveys show- ing 385,000 acres as being moderately to severely affected. It attacks only Douglas Fir trees, which form the foun- dation of the Pacific Northwest forest products industry. Ambition is the path to success.
