Page 7 Illinois Valley News, Cave Junction, OR Wednesday, September 4, 2002 Rehab work under way as emphasis shifts after Biscuit Fire By SHERRI HOPPER The trailhead at Babyfoot Lake is quiet, but tells a dra- matic story about the effects of the massive Biscuit Fire that roared through the area more than a month ago. All that remains of the outhouse is a concrete pad littered with bits of metal and nails. Browned-out trees that were unburned, but whose foliage was blown back and baked into place, testify to the force of the blaze as it made its run. Trees that felt the full effect of the fire look like gi- ant matchsticks stuck in the ash-covered ground. Trees have fallen here and there, some across the trail. Also there are the signs of natural recovery. At the base of blackened manzanita, new growth already has started. The same with the oaks, as well as patches of bear grass, ferns, and other plant species. All of these aspects have been considered by the Burned Area Emergency Re- habilitation (BAER) team dur- ing the past weeks. Even be- fore the Friday, Sept. 6 date of full containment, rehabilita- tion efforts had begun in two separate disciplines. The suppression rehabili- tation efforts to address the 405 miles of containment lines established during the fire be- gan weeks ago. That number includes secondary lines, as well as line that was con- structed and then over- whelmed during the initial phases of the fire fight. Suppression rehabilitation also includes rehabilitation of safety areas established to pro- vide firefighters with a haven during the fire-fighting effort, as well as rehabilitation of the fire camp areas. The fire containment lines cover a perimeter of more than 300 miles, with approxi- mately 130 miles in Zone 1, the zone closest to Illinois Valley. At one point during the Biscuit Fire, the entire valley of some 15,000 persons was on a 30-minute evacuation notice. The order was not given, but many left voluntar- ily because of health and per- sonal reasons. The Biscuit Fire cost ap- proximately $142 million to contain, and 2,000 fire person- nel are still working on vari- ous efforts. The wildfire of 500,000 acres was the largest in the nation, and was recog- nized as the fire demanding the most resources of any other. It was one of the largest conflagrations in the recorded history of Oregon. When the race to build containment lines was in full tilt, miles of line were estab- lished using hand crews, bull- dozers and even explosives. And while the use of explo- sives sounds as though it would have the most effect on the land, the lines made with explosives size up with lines done with hand tools. Still there is a lot of work to be done, such as piling the slash made as dozers pushed through to create a defendable space between the fire and the valley.
