Chairman’s Report
It has been an eventful time, with
many ups and downs.
Charles Wilkinson
Our friend and hero, Charles Wilkin-
son, passed away last month in Boulder,
Colo., where he lived and worked (see page
1). He was a gifted scholar and we as a
Tribe were lucky to have known and worked
with him. Our condolences to his family.
Also passing was Kathryn Harrison of
Grand Ronde. She served on the council
and worked with us on Tribal Restoration
back in 1975. She was a friend. She and
I roomed together on several trips as we
worked on Restoration activities.
She lived a very full life and it was sad
to say goodbye.
Newport in mid-June. Tribal testimony
was well-received and also supporting
testimony from the Umatilla and Warm
Springs Tribes; Confederated Tribes of
Coos, Lower Umpqua and Siuslaw; as well
as the Grand Ronde Tribe. The Oregon
Fish & Wildlife Commission gave unani-
mous approval to the MOA.
The House Committee on Natural
Resources in Washington, D.C., held a
hearing on our Consent Decree the week
prior to the state hearing. Bud Lane pro-
vided testimony that was well-received.
There was no opposition to our legislation
to have the language in the 1980 Reserva-
tion Plan removed.
Siletz Hunting & Fishing Agreement
We hope the House passes the legis-
lation at their earliest convenience. This
will put us a few steps closer to being rid
of the decree.

Area office newsletter and events
It is with great pleasure we announce that the area office newsletters have
successfully combined and are now available in an accessible format on the Tribal
website. The new area office newsletter contains information about events and
resources for Tribal members and now is published mid-month. Each one will
contain information specific to each area, plus things that everyone will want to see.
You can access the newsletter by going to www.ctsi.nsn.us, selecting News and
Events, then selecting the tab that says Local Newsletters. There you will find the
May/June edition in a digital flip book-style with phone numbers, websites and
email addresses that you can populate on your device.
If prior to the digital launch you received the local newsletter in print and
would like to continue getting it in print, you can request a paper copy from your
local area office.
Siletz News is free to enrolled Siletz Tribal members. For all others, a $12
annual subscription fee applies. Please make checks payable to CTSI and mail
to Siletz News.

Member of the Native American
Journalists Association
and said it was her first act as a newly
elected congresswoman.
We will have a full discussion on the
Consent Decree at our General Council
Meeting in August.
Chinook Winds Anniversary
Big plans were in place to celebrate
28 years of operation for our casino, which
has one of the largest fireworks displays
in the state.
Salem Casino
We continue to work to establish a
casino in Salem. We are very close to
getting a decision from the Bureau of
Indian Affairs.
Nesika Illahee Pow-Wow
Delores Pigsley
I look forward to our full three-day
pow-wow and parade this year. Hope to
see you all there.
Elders Council Meeting
The Elders Council will host an in-person/Zoom hybrid meeting on
Saturday, July 8, 2023, at 1 p.m. in the Shasta room at Chinook Winds
Casino Resort in Lincoln City, Ore.
