Priscilla “Granny” Butler – 1934-2017
Priscilla “Granny” Butler passed away
Nov. 28, 2017, at home surrounded by her
loving family. She was born Aug. 18, 1934,
to Andrew and Margaret Lockwood on the
San Carlos Indian Reservation. She was
one of a few remaining full-blooded San
Carlos Apache Tribal members.
Priscilla attended school on the res-
ervation till she reached age 16, when her
life changed dramatically. While on a visit
to her sister, Anna, in Siletz, Ore., she was
introduced to the Leonard Whitlow Sr.
family, which was in need of a nanny. She
was given the chance and became their
beloved nanny for four years until she met
the love of her life, Delmer Butler.
They were married Dec. 9, 1955, in
Stevenson, Wash., and eventually relocated
to Reedsport, Ore., where she raised six
children and two grandchildren.
Wherever she went, her friendly
beautiful smile would light up the room.
The older she got, the cuter she became.
Priscilla’s door was open to anyone in
need of a good night’s rest or a delicious
home-cooked meal. Sunday dinners were
her specialty.
Priscilla is survived by sons Delmer
Jr., Dent and Kent of Reedsport, Brent of
Sandy, Ore., and Barry of Eugene, Ore.;
daughters Ella Fisher of Reedsport and

Richene Johnson of Elkton, Ore. She also
is survived by special niece Sonya Moody-
Jurado of Salem, Ore.; and grandson Brett
Butler and granddaughter Tianna Butler,
both of Reedsport, whom she raised like
her own. She is further survived by 12
grandchildren, 28 great-grandchildren
with two on the way and numerous
brothers-in-law, sisters-in-law, nieces and
nephews.
She was preceded in death by her
beloved husband, Delmer L. Butler Sr.;
her parents; three sisters, Ann, Juana and
Loraine; two brothers, Ward and Romey;
special nephew Brian Moody; and great-
granddaughter Ahnika Mitchell-Blondell.

and the American Indian/Alaska Native community in Portland. The position acts as a
primary point of contact for City Council and all city bureaus and offices and is charged
with establishing the Portland Native American Advisory Commission.
The Tribal liaison will report to the director of government relations and hold a
full-time position within the Office of Government Relations.

I have always wanted to try to make
lumpia, but was a little hesitant just
because my husband doesn’t like cab-
bage. I decided to try my own version
using the products available in the food
package. They turned out great. Try it
for yourself and make adjustments to the
recipe according to what you and your
family like.

Commods Lumpia
1 tablespoon vegetable oil*
2 cloves crushed garlic
½ cup chopped onion*
1 can beef with fat removed*
½ cup minced carrots*
½ cup thinly sliced cabbage*
1 teaspoon ground black pepper
1 teaspoon salt
1 teaspoon garlic powder
1 teaspoon soy sauce
1 package whole wheat tortillas*
2 cups vegetable oil for frying*
Place a wok or large skillet over high
heat and pour in 1 tablespoon vegetable
oil. Cook garlic and onion for 2 minutes
then add the beef, carrots and cabbage.
Season with pepper, salt, garlic powder
and soy sauce. Remove from heat and set
aside until cool enough to handle.
Place 3 heaping tablespoons of the
filling on the tortilla leaving a 1½ inch
space at both sides. Fold the sides in and
roll tightly, then moisten the top edge with
water to seal the edge.
Heat the skillet over medium heat,
add oil to ½-inch depth and heat for 5
minutes. Slide 3 or 4 of the rolls into the
oil. Fry the rolls for 1-2 minutes until all
sides are golden brown. Drain on paper
towels and serve.

Nesika Illahee Pow-Wow
Attention Siletz Tribal Artists
The Pow-Wow Committee is once
again having a logo contest for the
upcoming pow-wow in August 2018.
All Siletz Tribal artists are encouraged
to submit a pow-wow-themed logo.
The winning logo artist will
receive a cash prize of $300 and a
professional banner with your logo.
The winning artist also will have his/
her logo highlighted on Nesika Illahee
Pow-Wow flyers and merchandise.
Please submit your artwork to the
cultural education director’s office at
the Tribal Community Center or mail
it to Confederated Tribes of Siletz
Indians, Attn: Pow-Wow Logo Contest,

Royalty Crown Proposals
The Pow-Wow Committee is now
accepting proposals for 2018-2019
royalty crowns. Proposals are being
accepted for Miss Siletz, Junior Miss
Siletz and Little Miss Siletz.
Proposals for a crown are required
to include art design, size of the crown
and a bid for the crown or crowns of your
interest. Proposals can be submitted for
individual crowns, two crowns or you
can submit a bid for all three crowns.
Crown proposals must be turned
in to the committee no later than Feb.
23, 2018.
