    Chairman’s Report
Charles wilkinson
Chemawa Indian School
Charles Wilkinson, law professor at
the University of Colorado at Boulder and
good friend of the Siletz Tribe, received
the prestigious Twanat Award from The
Museum at Warm Springs Board of Direc-
tors at the organization’s 2013 Honor
Dinner on April 6.
Charles was introduced by Chief
Delvis Heath and again by Tribal attorney
Howie Arnett, who described Charles’
career in Indian Law and outstanding
career on Indian issues.
The award was well-deserved not
only because of Charles’ work during our
Tribal Restoration and later the publica-
tion of our book The People Are Dancing
Again, but also because of his advocacy
with the Native American Rights Fund,
his work with many other Tribes and his
many fine books that have been published
on important issues to all Tribes.
I was pleased to be in attendance with
other Siletz representatives and Charles’
two sons, Seth and David, when he
received his award and standing ovation.
We look forward to future meetings
and collaboration with Charles. We are
proud to know him and call him our
friend. (See additional article on page 1.)
We received word on April 5 that
Chemawa Indian School Superintendent
Don Tomlin was relieved of his duties.
The school is hard hit by sequestration
cuts and other budget matters.
The annual end-of-school pow-wow
has been cancelled and students, with the
exception of seniors, will be sent home
early. The date isn’t certain on when the
early departure will occur. Graduation is
still expected to be held May 13.
Currently, the acting administrator is
Casey Sozo.
Sequestration
The final budget figures have been
released to Tribes for the Bureau of Indian
Affairs (BIA) and the Indian Health
Service (IHS).
Siletz Agency Superintendent Greg
Norton was on the agenda at our Tribal
Council meeting in April to discuss how
sequestration will affect agency person-
nel. Initially, staff is being told in all BIA
locations that each person will have to
take at least 10 furlough days.
It isn’t yet clear what the IHS situ-
ation will be, although we know that
programs are taking a huge hit in funds.
Our Tribal budgets were approved at
the Tribal Council meeting in April. We
were prepared for the reduction in funds
and hope we can still provide the same
level of services to the membership.
