    Hunter education class set; youth must pass class to obtain license, tag

Club on Wade Road just north of Siletz
beginning Aug. 13.
The course will consist of six classes
running from 6-9 p.m. on Aug. 13, 15,17,
20, 22 and 24.
Youth must successfully complete all
six classes to receive their hunter educa-
tion card. This card is required of all youth
age 12-17 in order to obtain a Tribal or
state hunting license and tag.
The Tribe’s Healthy Traditions
program will cover the $10 course
fee for all Tribal youth interested in
taking the course. To sign up, con­

Youth gain trout fishing opportunity
The Oregon Department of Fish &
Wildlife partnered with the Siletz Tribe
again this summer to provide more than
800 trout for harvest by Tribal youth at
the Tribe’s Lhuuke Illahee Fish Hatchery
during a series of kids fishing days and
Culture Camp events.
Because some fish still are present in
the pond and are doing well, the Tribal
Natural Resources Department will offer
additional opportunities for youth to fish
for these trout.
Tribal members now can obtain
a permit from the Natural Resources
Department to take their kids fishing at
the hatchery. Fishing will be open at the
lower pond (the one without the cement
walkway) daily from 8 a.m. to 5 p.m.
You must have a valid State of Oregon
fishing license to fish for these fish if you
are age 14 or older. This fishery is not
covered by the Tribe’s fishing tags.
Permits are required and can be obtained
at the Tribal Natural Resources office in
the Tribal administration building in Siletz
from 8 a.m. to 4:30 p.m. on weekdays.

Executive Chet Jack Strong from Chinook Winds Casino Resort competes in
an Iron Chef-style cook-off during the Living Earth Festival at the National
Museum of the American Indian on July 22. Strong took first place for his

RESOLUTION No:
Elders Council Meeting
The City of Portland seeks to formalize its governmental relationship with its Tribal
Government Partners and establish govemment-to-govemment consultation agree­
ments (Resolution).
WHEREAS, federally recognized tribal governments are sovereign governmental
entities with an interest in the preservation and protection of their treaty rights and
cultural heritage; and
WHEREAS, the City of Portland (City) is an incorporated, home rule charter City
under the laws of the State of Oregon and is the county seat of Multnomah County; and
WHEREAS, the City recognizes the unique legal status of its Tribal Government
Partners as sovereign nations as recognized by Treaty, Executive Order or federal law
of the United States; and
WHEREAS, it is the policy of the City to implement its programs and activities within
the context of honoring and respecting tribal treaty rights, federal-tribal trust respon­
sibilities, traditional Native religious beliefs; and

ners in initiatives related to economic, environmental and social improvements; and

use locations are invaluable and critical to the preservation of treaty rights, cultural
heritage and pursuit of traditional lifeways for present and future generations; and

WHEREAS, respectful of tribal sovereignty, the City wishes to establish and maintain
a relationship of mutual respect to achieve positive, mutually understood and beneficial
solutions to common situations; and
WHEREAS, to achieve this goal, the City wishes to formalize its government-to-
government consultation with its Tribal Government Partners to build relationships,
promote effective communication and coordination, to seek opportunities and prevent
conflict; and
NOW, THEREFORE BE IT RESOLVED, that the City of Portland will mutually
formalize coordination and consultation with its Tribal Government Partners; and
BE IT FURTHER RESOLVED, the City will develop internal City policies and
procedures that support and affirm its commitment to government-to-government
consultation with Tribal Government Partners; and
BE IT FURTHER RESOLVED, the City will enter into intergovernmental agreements
and/or memorandums of understanding at the request of its Tribal Government Partners.
