Lincoln City Housing
The Tribe hosted an open house on
Oct. I at Neachesna Village, the Tribe’s
new housing development on Devils
Lake. In attendance were the Lincoln City
mayor, Chamber of Commerce officials,
Tribal elders, Tribal Council, staff and
many of the lucky tenants.
The homes were beautifully designed,
inside and out, and painted. The Hous
ing staff did a great job on these homes.
Congratulations to the members who were
selected to occupy these homes. Housing
staff members also were gracious hosts to
all who attended. Good job!
It took nine years to get the property
into trust to enable the Tribe to plan for
the homes. This only points to the huge
delay Tribes experience in getting land
put into trust for housing and economic
development.
Vice Chairman Bud Lane and 1 have
been meeting with our congressional
delegation to get legislation passed to
have our Tribe's applications processed
in the regional office in Portland, Ore.,
instead of having them processed in the
Washington, D.C., office. We are hoping
to have legislation in this Congress.

the air. Tribes also have adopted their own
safety standards.
The Portland attorney said he was
speaking on behalf of the American Lung
Association. In a recent article, however,
the Lung Association said he no longer
represents them and regretted how he
handled the communications with the
governor regarding Tribal casinos.
The Tribe's position is that the smok
ing ban issue was never part of compact
negotiations. Any decision on this subject
will be a Tribal decision.

I’ve received numerous phone calls
on the status of the appeal by Lisa Brown
to the Tribal Appellate Court. A decision
was issued by the appellate judges up
holding the Tribal Council's decision to
expel Lisa from the Tribal Council for her

the state of Oregon's smoking ban in all
public places. Tribal casinos are exempt
from this ban. Recently a Portland attor
ney wrote to the governor, however, and
asked that Tribal casinos also be part of
this ban.
When The Oregonian contacted
me, 1 said our Tribe has lived up to the

Celebration
On Nov. 14, we will celebrate 32 years
of Restoration with our annual recogni
tion dinner and pow-wow. As the years
pass, it’s important that we be mindful of
the early restoration pioneers who got us
where we are today. It reminds us to be
thankful for all the benefits that have been
made available. Hope to see you there.
Highlights of 66th Annual
NCAI Convention
Ending his two terms as president
of NCAI. Joe Garcia addressed the 66th
Annual Convention by paying tribute to
Tribal officials and their achievements
during his presidency.
This convention was held in Palm
Springs in October. Loraine Butler, Tina
Retasket, Reggie Butler Sr., Lillie Butler
and I attended.
Also addressing the convention was
Larry Echo Hawk, assistant secretary of
the interior, who laid out his and President
Obama’s priorities, which included up
holding Tribal treaty rights, their commit
ment to improve economic development,
law enforcement and education.
Echo Hawk also recognized and
praised Ken Salazar, secretary of the in
terior, as someone who will represent the
best interests of Indian Tribes.
While many high-level positions still
have not been filled by this new admin
istration, there was a clear message that
Tribes will be included in decisions that
affect them.
Also announced at the meeting -
President Obama is hosting all the Tribes
on Nov. 5 at the Department of the Interior
for the White House Tribal Nations Con
ference. Tribes will have the opportunity
to speak on critical issues that affect them.
I will be in attendance at the meeting.
