TRIBAL PROGRAM NEWS
To the editor:
I applaud each concerned and
attentive tribal member who has
challenged Tribal Council to answer for
semi-secretly siphoning off approx
imately $3,000,000 from casino net
revenues to quote "pay for other bills.”
All casino net revenues are to be
disbursed by a carefully designed
percentage formula. This formula was
designed and implemented to effectively
provide for and safeguard the diverse
funding requirements for tribal programs
and investments while simultaneously
intended to prevent council from
financially over-emphasizing any one
specific tribal budget.
Apparently, this fact has been lost
on council, who revised the net revenue
sharing process and expedited NIGA
approval. In so doing, council has
essentially created a second quasi-
economic development fund at the
expense of social, educational, and per
capita benefits.
Moreover, council has enacted this
misappropriation of casino net rev
enues without the prior knowledge,
input, or consent of the membership.
The fact that council would commit
these revenues in such a hush-hush
expeditious and questionable invest
ment venture raises a flashing red flag.
The $3,000,000 question: Why
didn't council take the obligatory moral
high ground and aggressively solicit
membership input and consent?
There is a growing consensus
among the membership that the answer
lies somewhere along the lines that for
the past decade, council has become
increasingly more secretive, arrogant,

and unresponsive to membership needs
and concerns.
Council's collective attitude of late
is that they are the parent and the
membership is the infantile child. This
is symbolic in that this type of
pervasive attitude fosters a subtle form
of self-righteous contempt, which is
evident by the decisions and actions
of a number of council. More so, when
their decisions immediately impact
needs and violate the spirit of members'
concerns and desires.
In this particular $3,000,000 in
stance, council was acutely aware that
an overwhelming majority of tribal
members would adamantly oppose
such a revenue disbursement scheme
and rightfully so, considering that a high
number of tribal members live below,
at, or minutely above the national
poverty line. These include single
parent providers, elderly, handicapped,
and students, members who rely almost
exclusively on tribal and government
social programs.
Council must be cognizant of the
fact that few tribal members live in the
same tax bracket as they and fund tribal
budgets accordingly.
In response, the membership must
unite and persuade council to return the
$3,000,000 to be disbursed per the net
revenue sharing formula’s intent in
order to enhance all tribal budgets.

proved the following as the schedule and methods for distribution of this year’s
hunting and fishing tags to tribal members:
