visited Salem Police, who gave the children a variety of stuffed toys.
Deadline Set for Over-Income
Construction Applications
The Over-Income Rehabilitation Construction program funds over-income
families with a $5,000 grant for construction rehabilitation on the primary resi
dence they own or families who have possessor rights to their home.
Rehabilitation refers to repairs or renovations to the home, but does not in
clude appliances, saunas, hot tubs, swimming pools, etc.
Over-Income refers to tribal members whose income exceeds the income
limits set by the Native American Housing Assistance and Self-Determination
Act (NAHASDA). These are listed below.

If you are a Siletz Tribal member and have not received an Over-Income
grant, call the Housing office to request an application. Applications - including
proof of income, enrollment, and mortgage statements — must be submitted to
the Housing office by July 31, 2007, at 4:30 p.m.
Applications received after that date and time will not be accepted by the
Siletz Tribal Housing Department. The selection process will be a lottery draw
ing of applications received by the deadline.

Nesika lllahee Pow-Wow
Attention Pow-Wow Campers
Campers for this year’s Nesika lllahee Pow-Wow are taken on a first-come,
first-served basis. The pow-wow is on Aug. 10-12.
There will be a $15 garbage charge per campsite, with one vehicle per campsite.
If you have additional vehicles or are unable to park your vehicle at your camp
site, you will need to park at one of our parking lots off of the pow-wow grounds.
Please keep pets off of the pow-wow grounds and on a leash at all times.
Camper registration forms and fees will be collected on site.
The Siletz Tribe will host an open
house for the local community to learn
about water quality monitoring activi
ties in the Siletz River watershed on
Government Hill from 7 p.m. to 9 p.m.
on June 21, 2007.
Presentations will show local resi
dents what has been accomplished and
explain the total maximum daily load
(TMDL) development process cur
rently under way in partnership with
the Lincoln Soil and Water Conservation
District (SWCD) and the Oregon Depart
ment of Environmental Quality (DEQ).
Presenters also will let everyone
know how they can help improve wa
ter quality in the Siletz watershed.
From 2001 to 2005, the tribe has
worked in cooperation with timber
companies and others to collect water
quality-related data in order to better
understand what various sources of pol
lution might affect the Siletz, watershed.
Two forms of pollution we have
focused on are increased stream tem
peratures and suspended sediment
(muddy water). One of the steps along
the way has been to describe stream
temperature and suspended sediment
values over a series of years.
The second step has been to take that
information and relate it to the aquatic
species in the Siletz River watershed
and their ability to survive and thrive.

Program
How Do I Know if I am Ready to Buy a
Home?
CTSI *s program provides down payment and
closing cost assistance to qualifying below
median income households and leverages other
private funding.
You can find out by asking yourself some questions:
* Do I have a steady source of income (usually a job)?
* Have I been employed on a regular basis for the
last 2-3 years?
• Is my current income reliable?
‘ Do I have a good record of paying my bills?
* Do I have few or no outstanding debts (like car
payments)?
* Do I have money saved for a down payment?
* Do I have the ability to pay a mortgage every
month, plus additional costs?
If you answered yes to these questions, then you
might be ready. Give me a call to find out about the
Down Payment Assistance Program and what it can
help you with!
Tribal .Members may apply to the Down
Payment Assistance Program (DPA) at any
time. Applications will be processed on a first-
come, first-served basis. CTSI does not charge
a fee for application or use of the DPA
Program, however, there are costs associated
with the purchase of a home. DPA is awarded
in the form of a forgivable loan as evidenced
by a recorded Trust Deed against the subject
property.

The Siletz River and a number of
tributaries have been listed under the
Clean Water Act as impaired for high
summer water temperatures, which
adversely affect spawning and rearing
of salmon.
As a result of those listings, the
tribe, Lincoln SWCD. DEQ. and local
water quality monitoring groups have
been gathering water temperature, bac
teria. dissolved oxygen and suspended
sediment data to develop TMDLs.
The information is being collected
throughout the Mid-Coast Basin, which
includes the Salmon. Siletz, Yaquina.
Alsea. Yachats, Siuslaw, Siltcoos and
Tahkenitch rivers and their tributaries,
as well as all streams flowing directly
into the Pacific Ocean between the
Salmon and Tahkenitch watersheds.
The information will be used to
understand where excessive pollutants
might exist in these watersheds. The
data then will be analyzed to help di
rect restoration projects that would be
most effective in maintaining or en
hancing the water quality for all streams
and rivers throughout the basin.
